not included in the minutes. Also the type of crossing light the City Council<br />
hopes to install at 600 East and 1300 South is a Hawkes light, not a Hot light.</p></blockquote>
<h3>Chairman’s Report – DeWitt</h3>
<blockquote>
<p class="agendaItem">Regular monthly meetings: Many community councils do not<br />
meet in the summer. Our bylaws call for a monthly meeting. He feels that it<br />
keeps the group together and we have important stuff to talk about.</p></blockquote>
<h3 class="agendaItem"><strong>Council Goals</strong></h3>

<p class="agendaItem">The goals set for last year were:</p>
</blockquote>

<li class="agendaItem">Improve communication with the neighborhood</li>
<li class="agendaItem">Get more people involved</li>
<li class="agendaItem">Publish a newsletter – to help get more people involved</li>
<li class="agendaItem">Streamline the board to be more effective</li>

<p class="agendaItem" style="margin-left:.25in">DeWitt feels that we have been<br />
successful at publishing a newsletter and also at streamlining the board.</p>
<h3 class="agendaItem"><strong>Suggested Goals</strong></h3>

<p class="agendaItem">Dewitt distributed a list of suggested goals and asked those<br />
attending to review them and give their comments and suggestions to any of the<br />

<h4 class="agendaItem"><strong>Improve Communications</strong></h4>
<blockquote><p>The newsletter got started and will be great.</p>
<p>Postage: The city will pay for our monthly agenda mailing or the quarterly newsletter, not both. We need to decide which we want to do. Mailings go to the building owner not the renters.</p></blockquote>

lights. Continue to call in the burned out lights but don’t expect anyone<br />
to come and fix it for now.</li>
<li class="agendaItem">The Liberty Wells banners look good. Thanks again to<br />

<h4 class="agendaItem">Detective Tom Potter</h4>
<blockquote>
<p class="agendaItem">He has no desk phone, only a cell phone. It will stay in the<br />
area, so if he is transferred, his replacement will have the same phone number.<br />
The phone number is 801-301-7037.</p>
<p class="agendaItem">He indicated that the police are streatched thin and may not<br />
be able to respond to non-life threatening situations as fast as they would<br />
like. On his way to the meeting there was a call of a shooting on 1700 South<br />
between 600 and 700 East. Someone else had to take it because he was at the<br />
meeting.</p>
<p class="agendaItem">It was suggested that we put Detective Potter first on the<br />
agenda so he can leave and get back to his work. He said he likes to stay and<br />
interact with the council members. He gets good information. DeWitt indicated<br />
they had discussed it and Detective Potter can come and go as he needs to and<br />
we will adjust the agenda as needed.</p></blockquote>
<h4 class="agendaItem">Communication – Devin Howells</h4>
<ul style="margin-top:0in" type="disc">
<li class="agendaItem">Devin is absent and will update us at the next meeting.</li>
<li class="agendaItem">DeWitt indicated that we need articles for the next<br />
newsletter. Anyone can submit an article or suggest a topic for one.</li>
<li class="agendaItem">Jeff indicated that we have a Facebook page now. It is<br />
Liberty Wells</li>
</ul>
<h4 class="agendaItem">Emergency Preparedness – Jim Fisher</h4>
<ul style="margin-top:0in" type="disc">
<li class="agendaItem">CERT Training is available, it runs Tuesday evenings from<br />
Oct. 5 through Nov.16. Let Jim know if you are interested or check the Salt Lake City web site and search for CERT.</li>
<li class="agendaItem">Working on an emergency preparedness fair.</li>
<li class="agendaItem">New property tax notices just came out. You can appeal if<br />
you feel your property is overvalued. Jim is available to help people<br />
prepare the paperwork. The appeal must be submitted by September 15. He<br />
indicated that our area pays more per square foot than other communities.</li>
</ul>
<h4 class="agendaItem">Mayor’s Office Report – Shawn McDonough</h4>

<li class="agendaItem">Architectural renderings of the new public safety building<br />
were recently made public.</li>
<li class="agendaItem">They are working on a comprehensive sustainability<br />
ordinance that covers 10 areas, including climate, air quality, etc.</li>

<li class="agendaItem">Growers market on Tuesdays – No arts and crafts, only<br />
food.</li>

available for anyone who wants to spend an informal evening with the<br />
Mayor. DeWitt needs to know tonight.</li>
<li class="agendaItem">Oil spill: They continue their cleanup efforts and they<br />
continue to downsize their presence in the park.</li>
<li class="agendaItem">Thanks to Lynn and Jim Fisher for letting us use their<br />
back yard for our meeting tonight.</li>

<p>Liberty Park pond worked as a natural oil skimmer. The water<br />
comes in from Red Butte and Parleys creek and then drains from the bottom. The<br />
oil naturally raises in the water so the bottom drain carried mostly water<br />
leaving the oil to be skimmed.</p>
<p>The oil from the pipeline leak got into Red Butte creek and<br />
from the intersection of drains at 500 East and 1300 South some of it went down<br />
the 1300 South storm drain and some down the 900 South storm drain. Some of it<br />
also came through the Mt. Olivet cemetery irrigation system to the 800 South<br />
storm drain. Oil got into the Jordan river at 1300 South, 900 South, and 800<br />
South.</p>
<p>The big question everyone is asking is how much longer will<br />
it take?</p>
<p>Quite a while.</p>
<p>Remaining tasks: Containment, Remediation, and Restoration<br />
Flush the lines and clean up the pond.<br />
Assess how clean the corridor is<br />
Test the pond sediment for contamination.<br />
Re-establish the concrete ring and vegetation around the pond. One idea is to put a sidewalk around the pond.<br />
There doesn’t appear to be much oil in the conduits.</p>
<p>Should we be concerned about the air quality?</p>
<p>Short term: The city and Chevron tested the air and determined that it is okay now.</p>
<p>Long Term: The city has hired an environmental firm to do air testing. There were high levels of vapors at<br />
first. It is very low now. The air tested below EPA guidelines. Some people may<br />
be sensitive and feel some irritation.</p>
<p>The lake is still cordoned of for the workers safety and to keep people and kids out. It is not because of poor air quality.</p>
<p>Water tests are being conducted by the State Water Quality division and the County Health Department.</p>
<p>City Goal: All contamination to be removed to protect the watershed. Chevron will remove the contaminated soil around the spill area so it will not contaminate the city wells.</p>
<p>Did Chevron have sensors that should have detected this spill?</p>
<p>The system did not fail. The normal sensors would not detect this type of leak.</p>
<p>They walk the pipeline route regularly and fly over it weekly</p>
<p>They do other tests to ensure that the pipe is in good condition. It was not a faulty pipe it was an electrical charge the passed through a steel fence pipe into the pipe that blew a hole the size of a<br />
quarter.</p>
<p> </p>
<p>Are you expecting the fence company to have some liability?</p>
<p>Chevron it totally focused on collecting the oil and cleaning up the spill at this time. After that is completed they will review the cause.</p>

<p>There are 4 groups organized to approve the future course. Environmental, health, property, and prevention.</p>

<p>What is the status of the birds caught in the spill?</p>
<p>300 plus were saved with the help of Tracy Aviary and Hoogle Zoo staff. Approximately 17 died.</p></div>

<dd class="agendaItemAction">Helpers will work two shifts – 7:30 – 9:00 and 9:00 until it is cleaned up around 11:00 a.m.</dd>

<p>Some street work in our area is on the list but they may<br />
not have enough money to do them. Someone suggested that if they redo<br />
1700 South they should look at running the irrigation water underground.<br />
Flooding the gutters each Tuesday may be causing the curb and gutter to<br />
settle and become uneven.</p>
<p>Any comment on allowing the homeless to sleep in the<br />
parks? Not aware of anything.</p></div>

July 17, 9:00 a.m. to 3:00 p.m. Proceeds will go to the Salt Lake<br />
Community Network. We are part of the network so we could get some of the<br />
money for mailing, etc. If anyone is available to volunteer to help them<br />
contact DeWitt.</div>
<p>The Ballpark Community Council is holding a barbeque on<br />
Aug 11 and has invited up to 20 people from our council to join them. The<br />

				Auditor&#8217;s office has 4 divisions: Property Tax, Accounting and Operations, Budget, Internal Audit. Property Tax division takes care of property taxes including the auction of property if taxes are more than 5 years delinquent. Accounting and Operations pay all the bills . The Budget Office establishes the revenue budget, while the mayor&#8217;s office establishes the expenditures budget. Internal Audit office examines the efficiency of the county.

				Regarding Property Tax auctions. Salt Lake County does a &#8220;Bid Down&#8221; method of auction. The sale starts at the entire property for the amount due. Instead of going up in price, the property gets smaller. The goal of this method is to allow just a portion of the lot to be sold to pay taxes so that the property owner can stay in their home.

<h3 class="agendaItem">Introduction of Guests and New Members</h3>

<p>Jennifer P., a resident in the area, was able to attend the Community Council meeting for the first time this month. She lives in the area of the council south of 1700 South.</p>

<h3 class="agendaItem">Program 1: Crossroads Urban Center&#8217;s Mobile Market &#8211; Dick Tompson</h3>
<div class="agendaItemAction">
<p>The Mobile Market is looking for locations to hold its market. The markets are held year-round, once a month, and each lasts about 2 hours. Ideal locations are near their target audience &#8211; people that may not be able to go to a Farmer&#8217;s Market in the City, but would benefit from access to fresh, local food. Locations would need truck access and parking. Indoor and outdoor space is preferred, and needed during inclement weather.</p>
<p>The market is also in need of partners to provide volunteers, distribute information and help increase awareness to potential customers. Student housing groups, retirement communities are some of the ideas. Please contact them if you have other ideas they could pursue.</p>
<p>Next market will be held at Rowland Hall on Guardsman Way on June 11.</p>

<h3 class="agendaItem">Program 2: Tracy Aviary Plans and Construction &#8211; Paul Svendsen</h3>
<div class="agendaItemAction">
<p>The Aviary is on the historic site of the original zoo in Salt Lake City. A historically magnificent site, there infrastructure is suffering from deferred maintenance. Thanks to a bond that passed in 2008, that maintenance can now be undertaken. Additionally, the Aviary is adding exhibits (inside and outside) and renovating the North Entrance that faces the interior of Liberty Park with the bond funds.</p>
<p>Construction already under way and will continue for at least another 2 years.</p>
<p>Phase A of the project includes new exhibits outside and adding some indoor exhibits for the first time. This phase is almost complete.</p>
<p>Phase B involves renovating the North entrance and adding space for classrooms. The team to design and build this phase has just been selected and the public input process is starting. The Historic Landmark Commission is the overseer for this location and there will be a presentation made for them in July or August.</p>
<p>There are 4 more projects after Phase B: An indoor exhibit of Panama, and indoor exhibit on Mexico, a new amphitheater and a complete reworking of the infrastructure (sewer, water, gas, etc.)</p>

<h3 class="agendaItem">Program 3: SLC Proposed Water Rate Increase &#8211; Stephanie Duer</h3>
<div class="agendaItemAction">
<p>Reasoning behind proposed rate increase: Some SLC water infrastructure is over 100 years old. The water infrastructure done in a period after the 1950s used a concrete that is not holding up well to some of the chemicals in the system and these lines have been failing. Since Salt Lake City has been proactive and used statistics on lines and leaks to predict future problems so that they can be taken care of, we have not suffered from poor water quality, but the City feels that now is the time to replace a large part of the current, aging infrastructure to keep that level of quality and prevent future costs.</p>
<p>For the average household in Salt Lake the increase would be about $1.25 per month, depending on your water usage. Additionally, there would be a fourth tier added to the drinking water price tiers for those using the most water &#8211; currently about 3% of the users. The fourth tier may also server as an incentive for water preservation.</p>
<p>The City received $6.3 million for the replacement of digester covers from the federal stimulus grants. The new covers will increase the energy production from waste and allow these facilities to be off the power grid. The current digesters allow them to be 50% off-line for power.</p>
<p>The rate increase will not go into effect unless it is approved by the City Council. There will be a hearing at the May 18 City Council meeting and the Council will vote on June 22. <p>Stephanie also talked about the Utility Departments efforts to improve the mapping of water and sewer lines, public and private as well as provide residents with more information on how to keep their lines in good shape. In regard to grey water, Stephanie is discouraging it for our area since the studies on its use were done in the eastern U.S. where the soil is very acidic, there is greater moisture for decomposition and the environment is better able to break down the matter. In our area, the situation is about the opposite and extensive use of grey water could kill the soil, making it impossible to grow plant life without replacing the soil completely &#8211; it would not be possible to amend the soil back to health.</p>

<dd class="agendaItemAction">Salt Lake Community Network &#8211; Main issue currently is Alcohol Normalization. The City has drastically modified the original ordinance proposal in response to public input, but there are still some concerns about some vagaries in the ordinance and how those items lacking definition would effect residential neighborhoods. A sub-group of the City Council is currently examining the ordinance.</dd>
<dt class="agendaItem">Vice Chairman, Don Roylance</dt>
<dd class="agendaItemAction">Board discussed topics for future Community Council meetings at their April meeting. If you have suggestions, please contact one of the board members or email info@lwccslc.com.</dd>
<dd class="agendaItemAction">It may be required to hold a board meeting to alter the bylaws if the City&#8217;s recognition policy changes alter what is required of Community Councils for recognition by the City.</dd>

<p><strong>Utah Heritage Foundation Award:</strong>&nbsp;The core neighbors from the Liberty Wells area who participated in the efforts to prevent the expansion of Institutional zoning and loss of historically contributing homes received an aware from the Utah Heritage Foundation on April 30. Jeff Bair and Garo Topdjian, two of these neighbors, were present at the ceremony to accept the award.</p>

<p>Celebrate the City to be held May 15 at the Fisher Mansion at 1206 West and 200 South. There will be family activities from 1-4 PM. The Beer Garden opens at 5:00 PM with entertainment from the School of Rock.</p>

<p>The Council is knee-deep in the budget currently. The mayor&#8217;s budget proposes the elimination of 65 positions in the City, 25 of those are currently occupied. If you wish to address them on other issues, it is best to wait until after June 22 so that they can give you their full attention.</p>
<p>The curbside waste program is being reworked. In the future, all residents will get a green-waste bin as well. If you do not want a green-waste bin, you can reject receiving it, but it will not lower your monthly cost. The City is also adding glass recycling locations.
