not included in the minutes. Also the type of crossing light the City Council<br />
hopes to install at 600 East and 1300 South is a Hawkes light, not a Hot light.</p></blockquote>
<h3>Chairman’s Report – DeWitt</h3>
<blockquote>
<p class="agendaItem">Regular monthly meetings: Many community councils do not<br />
meet in the summer. Our bylaws call for a monthly meeting. He feels that it<br />
keeps the group together and we have important stuff to talk about.</p></blockquote>
<h3 class="agendaItem"><strong>Council Goals</strong></h3>

<p class="agendaItem">The goals set for last year were:</p>
</blockquote>

<li class="agendaItem">Improve communication with the neighborhood</li>
<li class="agendaItem">Get more people involved</li>
<li class="agendaItem">Publish a newsletter – to help get more people involved</li>
<li class="agendaItem">Streamline the board to be more effective</li>
</ul>
<p class="agendaItem" style="margin-left:.25in">DeWitt feels that we have been<br />
successful at publishing a newsletter and also at streamlining the board.</p>
<h3 class="agendaItem"><strong>Suggested Goals</strong></h3>

<p class="agendaItem">Dewitt distributed a list of suggested goals and asked those<br />
attending to review them and give their comments and suggestions to any of the<br />

<h4 class="agendaItem"><strong>Improve Communications</strong></h4>
<blockquote><p>The newsletter got started and will be great.</p>
<p>Postage: The city will pay for our monthly agenda mailing or the quarterly newsletter, not both. We need to decide which we want to do. Mailings go to the building owner not the renters.</p></blockquote>

<li class="agendaItem">We can invite people to receive our email but the list<br />
server we use requires each person to opt in to receive the email. If they<br />
don’t get around to it they will not get the email.</li>

We approved it last meeting.</li>

donated $3,000 to the Community Council network for use by the associated<br />
councils for postage, etc.</li>

2 books, 12 water, 2 coffee. Took in approximately $53.</li>
<li class="agendaItem">The city has stopped servicing the mid-block street<br />
lights. Continue to call in the burned out lights but don’t expect anyone<br />
to come and fix it for now.</li>
<li class="agendaItem">The Liberty Wells banners look good. Thanks again to<br />

<li class="agendaItem">The 400 East and Westminster speed sign is not working</li>

activity to do the weeding in a couple of weeks. Anyone interested is<br />

city.</li>

The exact date was not available.</li>

<h4 class="agendaItem">Detective Tom Potter</h4>
<blockquote>
<p class="agendaItem">He has no desk phone, only a cell phone. It will stay in the<br />
area, so if he is transferred, his replacement will have the same phone number.<br />
The phone number is 801-301-7037.</p>
<p class="agendaItem">He indicated that the police are streatched thin and may not<br />
be able to respond to non-life threatening situations as fast as they would<br />
like. On his way to the meeting there was a call of a shooting on 1700 South<br />
between 600 and 700 East. Someone else had to take it because he was at the<br />
meeting.</p>
<p class="agendaItem">It was suggested that we put Detective Potter first on the<br />
agenda so he can leave and get back to his work. He said he likes to stay and<br />
interact with the council members. He gets good information. DeWitt indicated<br />
they had discussed it and Detective Potter can come and go as he needs to and<br />
we will adjust the agenda as needed.</p></blockquote>
<h4 class="agendaItem">Communication – Devin Howells</h4>
<ul style="margin-top:0in" type="disc">
<li class="agendaItem">Devin is absent and will update us at the next meeting.</li>
<li class="agendaItem">DeWitt indicated that we need articles for the next<br />
newsletter. Anyone can submit an article or suggest a topic for one.</li>
<li class="agendaItem">Jeff indicated that we have a Facebook page now. It is<br />
Liberty Wells</li>
</ul>
<h4 class="agendaItem">Emergency Preparedness – Jim Fisher</h4>
<ul style="margin-top:0in" type="disc">
<li class="agendaItem">CERT Training is available, it runs Tuesday evenings from<br />
Oct. 5 through Nov.16. Let Jim know if you are interested or check the Salt Lake City web site and search for CERT.</li>
<li class="agendaItem">Working on an emergency preparedness fair.</li>
<li class="agendaItem">New property tax notices just came out. You can appeal if<br />
you feel your property is overvalued. Jim is available to help people<br />
prepare the paperwork. The appeal must be submitted by September 15. He<br />
indicated that our area pays more per square foot than other communities.</li>
</ul>
<h4 class="agendaItem">Mayor’s Office Report – Shawn McDonough</h4>

<li class="agendaItem">Architectural renderings of the new public safety building<br />
were recently made public.</li>
<li class="agendaItem">They are working on a comprehensive sustainability<br />
ordinance that covers 10 areas, including climate, air quality, etc.</li>

<li class="agendaItem">Growers market on Tuesdays – No arts and crafts, only<br />
food.</li>

<li class="agendaItem">The Ballpark Community Council bar-be-que with the Mayor<br />
will be held Aug. 23 from 6:30 to 8:00 p.m. There are still a few openings<br />
available for anyone who wants to spend an informal evening with the<br />
Mayor. DeWitt needs to know tonight.</li>
<li class="agendaItem">Oil spill: They continue their cleanup efforts and they<br />
continue to downsize their presence in the park.</li>
<li class="agendaItem">Thanks to Lynn and Jim Fisher for letting us use their<br />
back yard for our meeting tonight.</li>

<p>Liberty Park pond worked as a natural oil skimmer. The water<br />
comes in from Red Butte and Parleys creek and then drains from the bottom. The<br />
oil naturally raises in the water so the bottom drain carried mostly water<br />
leaving the oil to be skimmed.</p>
<p>The oil from the pipeline leak got into Red Butte creek and<br />
from the intersection of drains at 500 East and 1300 South some of it went down<br />
the 1300 South storm drain and some down the 900 South storm drain. Some of it<br />
also came through the Mt. Olivet cemetery irrigation system to the 800 South<br />
storm drain. Oil got into the Jordan river at 1300 South, 900 South, and 800<br />
South.</p>
<p>The big question everyone is asking is how much longer will<br />
it take?</p>
<p>Quite a while.</p>
<p>Remaining tasks: Containment, Remediation, and Restoration<br />
Flush the lines and clean up the pond.<br />
Assess how clean the corridor is<br />
Test the pond sediment for contamination.<br />
Re-establish the concrete ring and vegetation around the pond. One idea is to put a sidewalk around the pond.<br />
There doesn’t appear to be much oil in the conduits.</p>
<p>Should we be concerned about the air quality?</p>
<p>Short term: The city and Chevron tested the air and determined that it is okay now.</p>
<p>Long Term: The city has hired an environmental firm to do air testing. There were high levels of vapors at<br />
first. It is very low now. The air tested below EPA guidelines. Some people may<br />
be sensitive and feel some irritation.</p>
<p>The lake is still cordoned of for the workers safety and to keep people and kids out. It is not because of poor air quality.</p>
<p>Water tests are being conducted by the State Water Quality division and the County Health Department.</p>
<p>City Goal: All contamination to be removed to protect the watershed. Chevron will remove the contaminated soil around the spill area so it will not contaminate the city wells.</p>
<p>Did Chevron have sensors that should have detected this spill?</p>
<p>The system did not fail. The normal sensors would not detect this type of leak.</p>
<p>They walk the pipeline route regularly and fly over it weekly</p>
<p>They do other tests to ensure that the pipe is in good condition. It was not a faulty pipe it was an electrical charge the passed through a steel fence pipe into the pipe that blew a hole the size of a<br />
quarter.</p>

<p>Are you expecting the fence company to have some liability?</p>
<p>Chevron it totally focused on collecting the oil and cleaning up the spill at this time. After that is completed they will review the cause.</p>

<p>There are 4 groups organized to approve the future course. Environmental, health, property, and prevention.</p>

<p>What is the status of the birds caught in the spill?</p>
<p>300 plus were saved with the help of Tracy Aviary and Hoogle Zoo staff. Approximately 17 died.</p></div>

<dd class="agendaItemAction">Waterloo ward will provide people to set up chairs and tables.</dd>
<dd class="agendaItemAction">Helpers will work two shifts – 7:30 – 9:00 and 9:00 until it is cleaned up around 11:00 a.m.</dd>
<dd class="agendaItemAction">Breakfast is served 8:30 – 10:30 a.m.</dd>
<dd class="agendaItemAction">Hike starts at 7:00 a.m.</dd>
<dd class="agendaItemAction">Walking tour of historic homes during the day. You can only go into the Woodruff farm house, not the rest.</dd>

<p>Hot pedestrian light at 600 East and 1300 South will be<br />
the third one in the city. It cost $100,000. When a pedestrian pushes the<br />
button the lights will flash yellow then red.</p>
<p>Repair restrooms and playground at the park</p>
<p>Some street work in our area is on the list but they may<br />
not have enough money to do them. Someone suggested that if they redo<br />
1700 South they should look at running the irrigation water underground.<br />
Flooding the gutters each Tuesday may be causing the curb and gutter to<br />
settle and become uneven.</p>
<p>Any comment on allowing the homeless to sleep in the<br />
parks? Not aware of anything.</p></div>

				Auditor&#8217;s office has 4 divisions: Property Tax, Accounting and Operations, Budget, Internal Audit. Property Tax division takes care of property taxes including the auction of property if taxes are more than 5 years delinquent. Accounting and Operations pay all the bills . The Budget Office establishes the revenue budget, while the mayor&#8217;s office establishes the expenditures budget. Internal Audit office examines the efficiency of the county.

				Regarding Property Tax auctions. Salt Lake County does a &#8220;Bid Down&#8221; method of auction. The sale starts at the entire property for the amount due. Instead of going up in price, the property gets smaller. The goal of this method is to allow just a portion of the lot to be sold to pay taxes so that the property owner can stay in their home.

<h3 class="agendaItem">Introduction of Guests and New Members</h3>

<p>Jennifer P., a resident in the area, was able to attend the Community Council meeting for the first time this month. She lives in the area of the council south of 1700 South.</p>

<h3 class="agendaItem">Program 1: Crossroads Urban Center&#8217;s Mobile Market &#8211; Dick Tompson</h3>
<div class="agendaItemAction">
<p>The Mobile Market is looking for locations to hold its market. The markets are held year-round, once a month, and each lasts about 2 hours. Ideal locations are near their target audience &#8211; people that may not be able to go to a Farmer&#8217;s Market in the City, but would benefit from access to fresh, local food. Locations would need truck access and parking. Indoor and outdoor space is preferred, and needed during inclement weather.</p>
<p>The market is also in need of partners to provide volunteers, distribute information and help increase awareness to potential customers. Student housing groups, retirement communities are some of the ideas. Please contact them if you have other ideas they could pursue.</p>
<p>Next market will be held at Rowland Hall on Guardsman Way on June 11.</p>

<h3 class="agendaItem">Program 2: Tracy Aviary Plans and Construction &#8211; Paul Svendsen</h3>
<div class="agendaItemAction">
<p>The Aviary is on the historic site of the original zoo in Salt Lake City. A historically magnificent site, there infrastructure is suffering from deferred maintenance. Thanks to a bond that passed in 2008, that maintenance can now be undertaken. Additionally, the Aviary is adding exhibits (inside and outside) and renovating the North Entrance that faces the interior of Liberty Park with the bond funds.</p>
<p>Construction already under way and will continue for at least another 2 years.</p>
<p>Phase A of the project includes new exhibits outside and adding some indoor exhibits for the first time. This phase is almost complete.</p>
<p>Phase B involves renovating the North entrance and adding space for classrooms. The team to design and build this phase has just been selected and the public input process is starting. The Historic Landmark Commission is the overseer for this location and there will be a presentation made for them in July or August.</p>
<p>There are 4 more projects after Phase B: An indoor exhibit of Panama, and indoor exhibit on Mexico, a new amphitheater and a complete reworking of the infrastructure (sewer, water, gas, etc.)</p>

<h3 class="agendaItem">Program 3: SLC Proposed Water Rate Increase &#8211; Stephanie Duer</h3>
<div class="agendaItemAction">
<p>Reasoning behind proposed rate increase: Some SLC water infrastructure is over 100 years old. The water infrastructure done in a period after the 1950s used a concrete that is not holding up well to some of the chemicals in the system and these lines have been failing. Since Salt Lake City has been proactive and used statistics on lines and leaks to predict future problems so that they can be taken care of, we have not suffered from poor water quality, but the City feels that now is the time to replace a large part of the current, aging infrastructure to keep that level of quality and prevent future costs.</p>
<p>For the average household in Salt Lake the increase would be about $1.25 per month, depending on your water usage. Additionally, there would be a fourth tier added to the drinking water price tiers for those using the most water &#8211; currently about 3% of the users. The fourth tier may also server as an incentive for water preservation.</p>
<p>The City received $6.3 million for the replacement of digester covers from the federal stimulus grants. The new covers will increase the energy production from waste and allow these facilities to be off the power grid. The current digesters allow them to be 50% off-line for power.</p>
<p>The rate increase will not go into effect unless it is approved by the City Council. There will be a hearing at the May 18 City Council meeting and the Council will vote on June 22. If you have questions about the need for the rate increase or about the project in general, you can reach Stephanie Duer at 801.483.6860</p>
<p>Stephanie also talked about the Utility Departments efforts to improve the mapping of water and sewer lines, public and private as well as provide residents with more information on how to keep their lines in good shape. In regard to grey water, Stephanie is discouraging it for our area since the studies on its use were done in the eastern U.S. where the soil is very acidic, there is greater moisture for decomposition and the environment is better able to break down the matter. In our area, the situation is about the opposite and extensive use of grey water could kill the soil, making it impossible to grow plant life without replacing the soil completely &#8211; it would not be possible to amend the soil back to health.</p>

The City has drastically modified the original ordinance proposal in response to public input, but there are still some concerns about some vagaries in the ordinance and how those items lacking definition would effect residential neighborhoods. A sub-group of the City Council is currently examining the ordinance.</dd>

<dd class="agendaItemAction">Board discussed topics for future Community Council meetings at their April meeting. If you have suggestions, please contact one of the board members or email info@lwccslc.com.</dd>

<p><strong>Utah Heritage Foundation Award:</strong>&nbsp;The core neighbors from the Liberty Wells area who participated in the efforts to prevent the expansion of Institutional zoning and loss of historically contributing homes received an aware from the Utah Heritage Foundation on April 30. Jeff Bair and Garo Topdjian, two of these neighbors, were present at the ceremony to accept the award.</p>

<p>Celebrate the City to be held May 15 at the Fisher Mansion at 1206 West and 200 South. There will be family activities from 1-4 PM. The Beer Garden opens at 5:00 PM with entertainment from the School of Rock.</p>

<p>The Council is knee-deep in the budget currently. The mayor&#8217;s budget proposes the elimination of 65 positions in the City, 25 of those are currently occupied. If you wish to address them on other issues, it is best to wait until after June 22 so that they can give you their full attention.</p>
<p>The curbside waste program is being reworked. In the future, all residents will get a green-waste bin as well. If you do not want a green-waste bin, you can reject receiving it, but it will not lower your monthly cost. The City is also adding glass recycling locations. <p>John Flynt, Emergency Preparedness Coordinator for SLC and Susan Spencer, the South East quadrant coordinator were present for the Emergency Preparedness program.</p>
<p>We also got to welcome Shane Clark, a resident in the area, to the meeting.</p>

<h3 class="agendaItem">Program: Emergency Preparedness</h3>
<div class="agendaItemAction">
<p><strong>Jim Fisher</strong> presented on the Liberty Wells role in emergency preparedness for our area. The primary role our residents play is to provide the manpower to make sure all our neighbors are looked after in case of an emergency. Two main jobs are in demand for neighborhood members: Area Captain and Street Captain. </p>
<p><strong>Street Captains</strong> are in charge of 4 &#8211; 5 homes. The responsibilities include visiting with your neighbors on occasion to ascertain how many people live in the house or apartment, their names, and if anyone needs special attention (oxygen, assistance evacuating). This information is given to the city. The time commitment is about one hour every 3 months.</p>
<p><strong>Area Captains</strong> need to be CERT (Community Emergency Response Teams) certified. CERT training is available through the city, takes 21 hours and requires a $30 fee. LWCC may be able to assuage the fee, so if you are interested in the training, but worried about the cost, talk to Jim Fisher regardless.</p>
<p>The LDS Belvedere Ward will be holding an Emergency Preparedness Fair on April 16. They will be airing emergency preparedness presentations from BYU and have checklists for disaster preparedness. The Ward house is located at 607 E Downington Ave (~1820 South).</p>
<p><strong>John Flynt</strong> has been with Salt Lake City for two weeks. He came to Sale Lake City from Arkansas because of his experience with real-world implementations of emergency preparedness plans. The main focus of his department right now is CERT training. Over the next two years, the mayor is pushing to standardize terminology with the national terms used to better communication in an emergency. FEMA is incorporating the standardized terminology into its training, so even if you have done the training in the past, a refresher is needed.</p>
<p>The Quadrant coordinators are working to establish a structure within the grass-roots efforts (like those of community councils) and will be looking for more volunteers for this purpose as they move forward.</p>

<dd class="agendaItemAction">Addressed City Council at their February 16 meeting on the frustrations many had with how the Planning Commission handled its last meeting on the Alcohol Normalization Ordinance.</dd>
<dd class="agendaItemAction">Mayor&#8217;s breakfast &#8211; March 4: Introduced to the Gang Reduction Task Force Co-Chairs</dd>
<dd class="agendaItemAction">Neighborhood Cleanup Pick-up starting dates &#8211; North of 1300 South: May 17th; 1300 S &#8211; 1700 S: June 21; 1700 S &#8211; 2100 S: June 14</dd>
<dd class="agendaItemAction">DeWitt did a brief poll of neighbors present on ideas on handling the budget deficit. Some ideas expressed: Bi-Weekly garbage pick-up, reduced grounds maintenance in parks. Reduced street sweeping.</dd>
<dd class="agendaItemAction">DeWitt took suggestions for the topic we would like Mayor Becker to address in his visit in April. Several ideas were suggested, DeWitt will choose from those suggestions with other Board members.</dd>

Jeff proposed we submit for the difference between what we need for street lights and what the city was awarded. <h3 class="agendaItem">Program 1: Wells Historic Area Nomination</h3>
<div class="agendaItemAction">
<p>Since the area surveyed in 2007 went from 1300 S to 2100 S and did not include what is considered the &#8216;Liberty&#8217; area from 900S to 1300 S, the nomination is for the &#8216;Wells&#8217; area. The proposal is scheduled to go before State Historic review on February 11 at 1:00 PM.</p>
<p>68% of the buildings surveyed were determined to contribute to the historic integrity of the area, more than many other areas that already have historic designation.</p>
<p>The national historic area designation is not the same as a city designation which could help protect against tear-down and also restrict some remodeling.</p>

<dd class="agendaItemAction">A redefinition of neighborhood-based organization is in progress. The number of community based groups has increased dramatically and the City is looking at mandatory notification on issues to only those groups defined by community, not issue-based groups.</dd>
<dd class="agendaItemAction">DeWitt presented Planning Commission with the materials provided by residents at the last meeting on the Alcohol Normalization Ordinance.</dd>

<dd class="agendaItemAction">Up-to-date again on registration with the city as well as taxes and our non-profit standing. DeWitt thanked Steve Hunt for all his work on this.</dd>

One of the bulb types they are considering are the induction bulbs Liberty Wells has submitted a grant request for. The city also has a survey up for public input on the lamp types (link in aforementioned PDF).</dd>

<dd class="agendaItemAction">Chris noted that January 12 was the 28th anniversary of Ron Heaps&#8217; death.</dd>

<dd class="agendaItemAction">Jim Fisher is looking for Street Captains for Emergency Preparedness. Contrary to the title, a Street Captain is in charge of 7 &#8211; 8 homes. Street Captains receive training and are required to keep records on residents, in particular noting the number of residents and any handicaps or illnesses that may require more immediate care in case of an emergency.</dd>
<dt class="agendaItem">Grants/Funding &ndash; Jim Fisher</dt>
<dd class="agendaItemAction">There will be an open house when the CDB Grants we have applied for are open to public comment. Jim will communicate with Holly so that it can be included on the web site and an email can be sent to the list.</dd>

<dd class="agendaItemAction">Jeff has Welcome Packets ready. Contact him if you need any for new neighbors.</dd>
<dd class="agendaItemAction"><strong>Ron Heaps Park:</strong> A letter was sent asking Dewey Reagan to confirm that he had turned down the City&#8217;s offer and reminding Reagan of the ordinance to clear sidewalks after a snowstorm. Reagan replied via email that he would check with his in-house council about the offer and that he had contacted the contractor in charge of clearing the sidewalks for the property.</dd>

<dd class="agendaItemAction">Committee met on Jan. 6 to assign initial fact finding tasks on water, land owners, method and resources research. There will be a walking tour on Jan 16th at 2:00 PM to view some of the sites identified so far and possibly find new ones. </dd>

There will be a meeting on January 27 at SLCC South Campus&#8217; Skylight Lounge (basically in the hallway north of the south doors) to explain what this means to homeowners. The designation does nothing to prevent tear-downs, but can make a home eligible for increased loans as long as certain requirements are met.</dd>

<p>A number of narcotics&#8217; arrests in North end of council recently. Be aware of cars in the neighborhood that seem to have a number of other cars or people coming up to them. Report to dispatch.</p>

<h3 class="agendaItem">Program 1: Gordon Storrs &#8211; SLCC&#8217;s 2-year building plan for the campus</h3>
<div class="agendaItemAction">
<p>SLCC is in the middle of a $36-million building project for a school of New Media. Existing gymnasium will be stripped of its exterior and the framework retrofit for seismic activity. Funding came from Salt Lake City School District, SLCC students and the Utah State Legislature. The School District Building (located where the cafeteria was), should be completed in Fall of 2011 and the remaining facilities should be ready for students in January 2012. The footpront has not increased very much due an increase in height. The current facilities building wi be demolished and replaced by parking.</p>

<h3 class="agendaItem">Program 2: Mayor&#8217;s Alcohol Zoning Proposal: How It May Impact Liberty Wells</h3>

<p>Mark Binton from the Wasatch Hollow Community Council spoke on the concerns the Salt Lake Community Action Committee has on the proposed Alcohol Normalization Ordinance. The city held discussion groups in 8 neighborhoods and got input through an open house and comments submitted through the mayor&#8217;s web site. However, the Salt Lake Community Action Committee feels that some areas are still undefined and could be left to a variety of interpretations by the planning commission. Since conditional use permits cannot be blocked in Utah, the Committee feels it is vital to have solid definitions for items such as the buffer zone between a dining club and/or brew pub and a residence, limitations on operating hours and noise ordinance enforcement.</p>
<p>This presentation led to two motions made.</p>
<p><strong>Motion One:</strong> To suspend the by-laws of the council to allow for a vote on asking for definitions to be clarified so that community councils can consider something more concrete. This motion was made by Jim Fisher and seconded by Betty Eatchel. <strong>Motion passed by vote</strong></p>
<p><strong>Motion Two:</strong> Motion made by Jeff Bair to request that in regard to Title 21, the alcohol normalization ordinance, that the Planning Commission delay their vote until the specific wording of the ordinance is set by the planning staff and Community Councils have a chance to review it. The motion was seconded by Steve Hunt. <strong>Motion passed unanimously by vote</strong>.</p>

Trees should be given 5 &#8211; 10 gallons of water per inch of trunk diameter about every 2 weeks. Deep root watering is preferred as it helps water get to roots. It is best to train trees when they are round for deep root watering.  Big, old trees do not lie change, make sure you have a plan for watering them before you xeriscape your park strip.</p>

<dd class="summary">Community Network Meeting with other Councils:<br />Community Council Network has been successfully formed. DeWitt Smith is serving on the Issues committee.</dd>
<dd class="summary">Meetings with Mayor Ralph Becker:<br />Top issue in Community Council Coalition meeting and the Chairs&#8217; meeting with the Mayor appears to be proposed changes to the public input on planning and zoning changes. There is a 45 calendar day reaction time for community councils to give input from the time of the application to Planning and Zoning. Depending on when the application is made, this could mean that there would not be a community council meeting on the application and only input from the board members would be given. <br />LWCC would like to see the 45 days expanded to 60 days so that more community input can be given. The city believes this is too much, as developers would gave to wait 2 months, but it is only 2 calendar weeks longer than the current timeframe.<br />Jim Fisher inquired if this includes the legalization of duplexes process, the process by which single-family homes are converted into a multi-family home property. Answer not known at this time.</dd>
<dt class="agendaItem">Treasurer, Steve Hunt</dt>
<dd class="summary">Still a $10 balance in our account. Donations are welcome. A receipt can be provided for tax purposes.</dd>
<dd class="summary">We have $25,000 from a grant for to complete the historical survey. This second step will determine on a house-by-house basis which homes would qualify for historic designation.<br />Jill thought the second half of the survey had been completed, Shawn will check. The city does not have the staff currently to conduct the second part of the survey and is looking to fill two vacancies.<br />The city also has limited funds for pursuing historic designations. Since the Yale Crest area is also applying for city designation and is further along in the process than we are, Jill Remington Love is wondering if we would like to pursue the national registry first, which would make loans available for renovations keeping in the historic character of the neighborhood, and work on city designation later.</dd>
<dd class="summary">We had $256,000 in grants for street lighting and the Ron Heaps Memorial Park. It appears that the city has taken those funds and used them elsewhere.</dd>
<dd class="summary">We applied for 2 CDB Grants this year. There will be an open house for the public on projects under review. Votes from the community are taken. This typically happens in February. Jim will give an update in January so we can get residents to attend.</dd>

<dd class="summary">Still having issues with the city mailing. Not sure if it is a postal problem or if the city has changed its process. Verified that we are getting the agenda in on time, but they have been delayed. May have to get it in earlier, despite the city&#8217;s assurances. Also need to verify address with city again. Some people that are on the mailing list sent to the city have not been receiving the agendas at all.</dd>

<p>Neighborhood Watch is creating a database of vacant homes for the winter so that they can be alert for unexpected activity. If you are aware of a vacant home, email Chris at libertywells911@aol.com. You can also email him with nuisance properties you would like to have checked out.</p>

<p>Jim requested that Shawn find out about committee vacancies in the city so that we can get some more people applying for those positions to elp us learn of opportunities and events.</p>

<p>DeWitt met with Emmy Storheim again, as well as a land planner and urban architect to discuss the park. Currently looking for another location in case Reagan Signs will not sell.</p>

<p>While looking for alternative locations for the Ron Heaps Memorial Park, a number of sites were noticed that could serve well as community gardens. DeWitt would like to form a committee for this purpose. Shawn Porter volunteered to head this committee.</p>

<p>Mayor is holding 10 minute one-on-one meetings. Please call 801.535.7704 or go online to make a reservation request. Meetings are around the middle of the month and reservation requests are accepted starting a week prior.</p>
<p>Proposition One passed. There will be more opportunity for public input regarding the location. This process will be fast, however, as the mayor is hoping to break ground within a year.</p>

<p>Deadline for Capital Improvement Projects (CIP) funds is November 7.<br />CIP funds are city funds for streets and lights.<br />City has been repairing sidewalks along 300 East.</p>

<h4 class="agendaItem">Committee Report: Ron Heaps Memorial Park</h4>
<div class="agendaItemAction">
<p>Shawn McDonough arranged a meeting to clarify the status and set the agenda and timeline for the park project.<br />An offer of $174,000 was made to purchase the land, but Dewey Reagan is looking for an offer that helps him recoup the advertising money he would lose from the selling the sign location.<br />Jim Fisher wants to make sure Reagan knows that the Community Council is willing to pursue another location.<br />Jeff Bair made a recommendation of a media and email campaign to try to persuade Reagan.<br /><strong>Motion: </strong>Jeff Bair made a motion to pursue purchasing another site and start the aforementioned campaign. Jim Fisher seconded the motion.<br /><strong>Motion passed</strong></p>

<h4 class="agendaItem">Other Old Business: Public Safety Building</h4>

<p>Public Safety Buildings: Chief Chris Burbank was available to answer questions on Proposition 1. First proposed 2 years ago, currently a reduced version on the ballot.<br />The Emergency Operations Center has to be built to a higher standard. Needs to be suitable for 24/7 operation. Splitting the EOC from the public safety building means that both buildings do not have to be built to the same standard and saves money overall. The issue is not just building repair, but that the police department has outgrown its current space, impacting officers&#8217; ability to interact with citizens. Building is viewed as an investment to last 25 &#8211; 30 years, so investing money in it now, even though many people are struggling financially is seen as a way to same money in the long run.<br />Parking: Plans are being made to mitigate parking impact. Parking is set to be underground.</p>
<p>Transparency: A public process including charrettes was on the location and design. The results from these meetings indicated 300 East would be the recommended location. It is unsure if the Barnes Bank at that location will be destroyed or repurposed.</p>
<p>Other spending: How can we spend funds on the Gallivan Center, etc., without a vote and have to vote on this? Jill Remington Love clarified that the city funds some projects from redevelopment funds that are not property taxes. The money for the Gallivan Center renovation was maintenance money. Also, the city felt that a bond as large as the one for the EOC needed to go before the citizens.</p>

<p>Sale of Garfield School to Westminster College. Mayor Becker wants the public to know that it was an unprecedented public process. When selling surplus property, it is not always necessary to include public input. The building should keep its historic characteristics with the Westminster renovation.</p>
<p>Non-Discrimination Policy: Jim Fisher had requested that income be included in the policy, but since the policy only affects employment and housing &#8211; and since income is already included with housing policies- it was not needed.</p>
<p>Speed Signs on 400 East: Lisa Harrison, the former mayoral liaison, had indicated that 400 East would be next for an electronic speed sign. Jill Remington Love believe each district has access to a limited number of signs. Shawn will follow up on this.</p>

<p>The Council has been very busy with a number of ordinances ranging from the Birds and the Bees (ordinance on Urban Chickens and Beekeeping) to alcohol normalization and human rights.</p>
<p>Since Jill is unopposed this term, she is running some service projects in the community. Residents should have received a mailer on how they can participate.</p>
<p>Jill also praised Liberty Wells for the high level of participation in the community council.</p>

<p>There have been a number of dog poisonings lately. Be on the watch for this. Typically the poisoners &#8216;know&#8217; the poisoned dog in some way.</p>
<p>A reminder that when reading the incident reports that many incidents overlap, e.g. a car break-in may be listed as property damage as well as theft.</p>

<p>The main goal of this undertaking is to improve the entire length of State Street. State Street currently has a bad reputation in terms of aesthetics and enjoyability. A survey conducted by the Planning Company revealed that residents feel State Street&#8217;s biggest problem  is its ugly appearance.
