<li>New Neighbor Guide – New brochure with current information</li>
<li>Revised Pet Ordinance – Tabled so new City Council members can review it. May look at:</li>

<li>Number of dogs base on the quality of care by the owner</li>
<li>Licensing Cats</li>
<li>License fees – increased for owners for whom there are complaints</li>
<li>License fees – decreased for breeders, etc.</li>
</ul>
<li>Golf Course Fees – going up $1 per 9-hole. To be used for capital improvements</li>
<li>Accessory Dwelling Units (ADU) – this is where the accessory dwelling unit is not part of the main housing.</li>
<li>Redistricting Work Group – recommended no change for Liberty Wells Community Council</li>
<li>Sugarhouse and South Salt Lake Streetcar Program</li>

<li>Under way – moving forward with inter-government agreement</li>
</ul>
<li>Utah Center for the Performing Arts</li>

<li>City Council approved up to $18 million bonding for design, property acquisition, etc.</li>

<h3>Lincoln Elementary – Anica Jones and Mike Williams</h3>
<p>They are formalizing many of the programs. When the community works together it improves the school.</p>
<p>Update</p>
<ul>
<li>Leadership team is working to ensure that the learning and programs meet community needs. The team is made up of teachers, administration, and community partners. They meet Tuesdays from 4:00 to 6:00 p.m. Everyone is welcome.</li>
<li>They work with the food bank to distribute food on the 2<sup>nd</sup> Wednesday of each month. Each family gets about 22 lbs. of food.</li>
<li>New library – new books for each child</li>
<li>Monday through Thursday any child under 18 years old can stop at the school for a meal.</li>
<li>Playworks Coach – They have a person hired to make recess and lunch an active supportive environment and to help reduce behavior issues.</li>
</ul>
<p>Learning Center Progress</p>
<ul>
<li>Apartments have been razed.</li>
<li>Last week they received the architectural plans for the whole campus</li>
<li>They have the preliminary ideas – 2 -3 proposals including:</li>
<ul>
<li>A clinic</li>
<li>Additional classrooms</li>
<li>Early childhood classrooms for pre-kindergarteners</li>
</ul>
<li>Groundbreaking is about 3 years out.</li>
</ul>

<p>Mayor’s Breakfast</p>
<ul>
<li>Greater Avenues Council made their presentation. They hold an annual major fund raiser, a street fair. They send a monthly newsletter to 9,000 plus people.</li>
<li>Presentation on The Leonardo – Arts and Science museum</li>
<li>Presented our concern about 1700 South. It has multiple different layouts for cars and bikes from 300 West to 900 East. There are also issues with the irrigation water.</li>
</ul>
<h3>Sugarhouse Community Council – Amy Berry</h3>
<p>They are working on a CIP Grant to improve 2100 South. They are looking to see if we have any concerns we would like to add to their application.</p>

<h3>Safety Committee – No Report</h3>

<ul>
<li>The third of four citizen comment meetings on street lights has been held.</li>
<li>Plan to move to LED lights. Through 2020 they would save $600,000.</li>
<li>Finalize the proposal in 2 weeks.</li>
<li>To keep lighting at the current levels will require:</li>
</ul>
<ul>
<li>Tax increase or Fee per property, including tax exempt properties.</li>
</ul>
<h3>Communications</h3>
<ul>
<li>Flyer for the neighbor 4 neighbor program is being finalized</li>
<li>Valerie will be the record keeper</li>
<li>Forms will allow people to identify needs and also allow people to identify their skills. Valerie Davis will develop a worksheet to match up the needs with the available skills.</li>
</ul>
<h3>Mayor’s Office – Shawn</h3>
<ul>
<li>Leonardo – it is now open. It has science, technology, and art. It encourages visitors to use their own ingenuity and creativity.</li>
<li>Last Thursday – Lincoln Elementary and the Mayor helped set the world record for reading. 2,000,000 all reading the same book at the same time.</li>
<li>Solar parking meters – New in some areas of town. They take credit cards. You can use a smart phone to locate available meters.</li>
<li>Lawn waste cans – extra can be ordered for leaf collections. You can order them starting Oct. 31 and keep them for 2 months. <li>For 2 weeks in January you can put out your live Christmas trees for pickup.</li>

<li>They have 10 new firefighters</li>
<li>SLC is the best service in the valley</li>

<li>Response times 5 minutes or less</li>

<li>Station #8 is the second busiest fire house in the city and in the State.</li>

<p>Correction to the minutes. The police escorted the hikers on the 1<sup>st</sup> Encampment hike. Not the neighborhood watch. Minutes approved as amended.</p>
<p>It was recommended that we send the minutes as an attachment to the meeting reminder and not provide as many copies at the meeting.</p>

<h3>Grants – Jim Fisher</h3>
<ul>
<li>CERT Testing is available this Saturday at 9<sup>th</sup> and 9<sup>th</sup> from 10:00 to 11:45 a.m. It will be available again on October 15 at the same location.</li>
<li>If you want to be CERT Trained contact Jim Fisher. It is a 21 hour course. Three hours for seven weekly classes. They are taught on consecutive Tuesday, Wednesday or Thursday nights. It costs $31.</li>
<li>CDBG Grant – No application for sidewalks this time. Salt Lake City will apply for money and we will work with them for money.</li>
<li>We submitted a grant request for $250,000 for the Ron Heaps Memorial Park. It is proposed for the city owned property at 260 Herbert Ave. Jim explained the basic design for the park. It will include raised garden areas for a community garden.</li>
</ul>
<h3>Police – Detective Gallegos</h3>
<p>Explained the features of the new Public Safety Building.  It will include lots of natural light, event specific seating area, common area with electrical outlets, public art, and bicycle racks. It will house a combined police and fire dispatch area, emergency operations center, and will include solar panels to generate as much power as it uses. It will be completed in 2013.</p>
<p>A hologram of the building provided a 3D view of the new building.</p>
<h3>Business Spotlight – Ralph Hall – Corner Market Store</h3>
<ul>
<li>They are located at 1130 South 200 East</li>
<li>They are very person and know the neighbors.</li>
<li>They have unique items that you can’t get at 7-11 or Maverick.</li>
<li>They support neighborhood night out against crime.</li>
<li>They are open 8:00 a.m. to 9:00 p.m. Monday through Saturday and 12:30 p.m. to 9:00 p.m. on Sunday.</li>
</ul>
<h3>DeWitt</h3>
<p>The Landlord Tennant Program began September 1. There is information on the back of the agenda and on the green sheet. It is an optional program but landlords that take the training pay $100 for the business license plus $30 per unit. Those who do not participate pay $350 plus the $30 per unit.</p>
<p>Valerie indicated that she took the course and it was not real helpful. The forms the city requires take a lot of time.</p>

<h3>Blood Drive and Community service event – Frasier Smith</h3>
<p>ARUP is sponsoring a blood drive this Saturday, Sept. 17, 9:00 a.m. to 2:00 p.m. at the Waterloo Ward building, 1623 South 500 East. Everyone is welcome.</p>

<li>Valeria asked if Jim received an inventory of the vacant properties owned by the city? Shawn provided a list of 6 or 7 city owned, not necessarily vacant properties and Jim is checking on them.</li>
<li>Neighbor 4 Neighbor program – Valerie and Steve will work together on the application form. Valerie will keep records of the neighbor needs and the people willing to do the work. She will also help define the collection process.</li>

<li>Salt Lake City and the State agreed to a settlement with Chevron Oil for the oil spill costs. City will get $4,000,000 and the State will get $500,000.</li>
<li>Monday you can reserve space to meet with the Mayor one-on-one. Call 801-535-7704.</li>
<li>Discussed the need to redo 1700 South from State to 500 East. She explained that there is no city money allocated yet. Steve suggested that they use the money for the 500 East resurfacing between 1700 and 2100 South and use it. It was explained that the 1700 South redo will cost more money because it is a complete road be replacement.</li>

<li>Street Lane Changes – Striping not consistent along the same street.</li>
<li>British Field Day (car show) will be August 13. They need volunteers. The proceeds will be allocated to the participating community councils based on the number of volunteers from each community council.</li>
<li>Two open houses recently

<li>Sugarhouse Street Car – Jeff Bair attended and reported that there is a followup meeting on August 18. They are looking for input on where it should go beyond Sugarhouse.</li>

<li>Mayor’s Breakfast was August 4. Discussion items included:

<h3>Treasurer’s Report – Steven Hunt</h3>
<p>Today we have $753.11. We collected $452 at the breakfast plus $300 from the Wells Stake.</p>
<h3>Activities</h3>
<p>Steve hunt indicated that he checked with Fred A. Moreton on the cost of liability insurance for the September 17 activity. They said it would cost between $500 and $1,000. Connie Reed asked why a community event would need insurance. It should be covered by the city.</p>
<p>Jill Remington-Love said she will check on why we need the insurance.</p>
<p>Shawn indicated that there is grant money available to pay for the liability insurance. The process to apply is to let Taylor Curtis at the City know about the event.</p>
<h3>Safety – Chris Hermann</h3>
<p>Neighborhood watch provided more than 100 volunteer hours in July including:</p>
<ul>
<li>1<sup>st</sup> Encampment celebration hike escort</li>
<li>Pioneer Day parade patrol from 7:00 pm to 2:00 am</li>
<li>Aug. 6 Night Out Against Crime</li>
<li>DUI saturation patrols</li>
</ul>
<p>Report tagging – send a picture and a location. 1 location per report</p>
<p>Still working for a crossing light on State Street by the McDonalds.</p>

<li>Check the July minutes for information on the commercial sign ordinance.</li>
<li>The city is putting together a brainstorming meeting on street lighting. How to fund, etc. Jeff will represent the community council.</li>
<li>City ordinance is the grass and weeds must be less than 6 inches tall or you can report it.</li>
<li>Sidewalks must be clear of growth</li>

<li>There was a comment made that there is a Facebook group in Sugarhouse called the sugarhoodgang. Interesting interaction. You have to ask to friend them to participate.</li>

<li>497 people were fed. More than 200 people participated in the hike.</li>

<li>Volunteers are needed for the redistricting workshop. This is for city council and school board districts. If you are interested contact the city by August 15</li>
<li>Mayor’s one on one meetings are scheduled for September 28. There are 8 spots available. You can make reservations starting September 19 by calling 801-535-7704.</li>
<li>Tour of Utah bicycle race will be in Salt Lake City on Saturday Aug 13.</li>
</ul>
<h3>City Council – Jill Remington-Love</h3>

<li>The Council is working on ways to engage the public. People don’t come down to city hall to talk any more. Using Open City Hall on the City web site as one resource. Weekly updates are available via email. Contact the city.</li>

<li>North Temple Boulevard completion</li>

<li>Jill is setting up a meeting with DeWitt, community council facilities and grant people and the CDBG grant people to discuss the Ron Heaps Memorial Park. This is in response to last month’s motion to pursue the property at 260 Herbert Ave.</li>

<p>At the last meeting it was reported that UTA was doing away with the 300 East routes. There was a request for a letter from the Community Council requesting that it be reinstated. This will be added to the minutes. The minutes were then approved as amended.</p>
<p>It was added that the change has already take place so no letter is needed.</p>
<h3>Program</h3>
<h3>Chairman’s Report – DeWitt Smith</h3>
<ul>
<li>Introduced the new Officers and Board members that were elected last month. They are listed in last month’s minutes.</li>
<li>We are getting close on a piece of property for the community garden</li>
<li>Salt Lake Community Network meeting is tomorrow
<ul>
<li>They will discuss the landlord /tenant initiative program. There are lots of changes. You can review the proposal on the City’s web site.</li>
<li>The Good Landlord program includes a four hour training. Anyone interested may contact Mary Beth Thompson at the City.</li>
</ul>

<li>House on  400 east North of 1700 south – hearing to make it a legal duplex – Monday at 7:00 pm</li>
<li>Salt Lake City has an ordinance related to commercial signs. &#8211; <span style="font-size: x-small;"><strong>21A.46.060L SIGNS SPECIFICALLY PROHIBITED IN ALL ZONING DISTRICTS:</strong></span>
<ul>
<li>Commercial signs attached to light poles, stop signs, etc. can result in a fine of $100 per day per sign. <span><span style="color: black;">These are referred to as snipe signs. The definitions of a snipe sign is: A sign for which a permit has not been obtained which is attached to a public utility pole, service pole, supports for another sign or fences, trees, etc.</span></span> It is legal to put commercial signs in the parking strip if they are on their own support. It cannot be attached to a tree, light pole, street sign, etc.</li>
<li>This specifically applies to commercial signage.</li>

<h3>1<sup>st</sup> Encampment Celebration – July 23 – Marilyn Oblad</h3>

<li>Parking will be available in the Northwest corner of 1700 South and 500 East. Also ta the Centenary Methodist Church on 500 East and Blaine Ave. and at the McKay/Waterloo chapel ½ block north on 500 East.</li>
<li>Breakfast suggested donation will be $2 for adults, $1 for children and $5 per family.</li>
<li>Anyone who wants to help with food is welcome starting at 7:00 a.m.</li>
<li>There will be a band to welcome the walkers.</li>
<li>The annual play will be held at the McKay/Waterloo chapel.</li>
<li>There will be a program at 8:00 a.m. and at 9:00 a.m.</li>
<li>It was suggested that we have name tags for the officers and board members.</li>
</ul>
<h3>Jim Fisher</h3>
<p>In 2006 a developer came to the Council and asked for permission to demolish some houses and build some homes on Edith Ave. between 300 and 400 East. The project stopped after demolition due to the economy. He is now back on track</p>
<p>At the June meeting there was a motion approved to bring a motion to this meeting related to using the property at 260 Herbert Street for a community garden. The motion was presented, and voted on. It passed. <a title="July" href="http://www.lwccslc.com/wp-content/July_13_motion.pdf" target="_blank">Click here</a> for the official motion.</p>
<h3>Other Business – DeWitt</h3>
<ul>
<li>The British Field Day at Liberty Park is coming up and proceeds will fund the Community Network (consortium of community councils).</li>
<li>September Community Activity – in the works. We will focus more on it after the 1<sup>st</sup> Encampment Celebration.</li>

<li>This is a fund raising program where people with skills can contract to help their neighbors and the neighbor will donate the amount of the contract to the community council.</li>

<li>Some community councils have developed a form letter that can be used to inform people of neighborhood nuisance. It has a list of items and you can just fill in the blank or check the item(s). It can then be given to the neighbor causing the nuisance.</li>
<li>One of the people in attendance indicated that the house they bought was broken into before they moved it. A realtor with the name of Malachi handles a lot of foreclosure properties and uses one code for all the locks. If someone knows the code they can get into all the properties. The thieves steal fixtures, fittings, etc.</li>

<p><strong>TRANSPORTATION DIVISION PRESENTATION</strong></p>
<p>Becka Woolf, of the SLC Transportation Division, made a follow-up presentation on the results of their survey regarding the city’s Complete Streets Ordinance. The projects within the Liberty Wells council include the following:</p>

<li>DeWitt said he would be attending the mayor’s breakfast tomorrow morning to present concerns of Transportation’s decisions. Devin Howells will attend with him to receive training regarding the change in city funding of community council newsletters.</li>
<li>During the month of May, the lake in Liberty Park was reopened and “Celebrate the City” event was held there on 14 May. Despite the rain showers, it appeared that a number of people came out and had a good time.</li>
</ul>
<p><strong>TREASURER’S REPORT</strong></p>
<p>Steven Hunt reported that the council’s bank balance is now at $354 after taking in $17 in donations at our last community council meeting.</p>
<p><strong>PARLIAMENTARIAN’S REPORT </strong></p>
<p><strong> </strong>Wayne Howcroft, Sr. asked if there were any questions regarding tonight’s election procedures.</p>
<p><strong>SAFETY COMMITTEE </strong></p>
<p><strong> </strong>Chris Herrmann reported on safety issues. He anticipates some confusion surrounding fireworks in light of the recently passed ordinance. It was suggested that if anyone has some serious safety concerns about fireworks displays in their neighborhood, they should call the police and let them determine if laws are being broken.</p>
<p><strong>FACILITIES </strong></p>
<p><strong> </strong>Jeff Bair said he plans to report at the next city council about “snipe” signs being placed on light poles, utility poles, stop signs, etc.</p>
<p><strong>COMMUNICATIONS/NEWSLETTER</strong></p>
<p>Devin Howells was not able to attend the meeting, but DeWitt reported that the newsletter was almost ready for printing. With the change in policy by the city, the council’s newsletter would need to be given to them no later than 30 June in order for them to pay for its printing and distribution.</p>
<p><strong>MISCELLANEOUS </strong></p>
<p><strong></strong>Jim Fisher made the motion that the Liberty Wells Community Council ask the city to bring the property at or about 260 Herbert Avenue to grade and turn it over to the Community Council for potential development as a community garden, park, or as a memorial to Ron Heaps.</p>
<p><strong>COMMUNITY EVENT </strong></p>
<p><strong></strong>DeWitt reported that local barbecue businesses are not particularly interested in participating in our activity on 17 September unless anticipated attendance would be in the thousands. He also handed out a sheet titled “The Neighbor-to-Neighbor Program” to get feedback on a proposal for a potential fund-raising activity. If this were successful, the goal of the event in September could be to make it a “fun” event as opposed to using it as a major fundraiser. There was some discussion about the proposed program, including possible legal issues. Attendees were asked to consider all aspects and be prepared to discuss it further at a future meeting.</p>
<p><strong>MAYOR’S OFFICE </strong></p>
<p>Shawn McDonough reported on the events at the 3<sup>rd</sup> Annual “Celebrate the City” event held in Liberty Park on 14 May. She announced that on 10 June the “Pink Heals Cancer Awareness” rally will be held at the City &amp; County Building from 6:30 AM to 9 PM. She also indicated that constituent one-on-ones with the mayor are scheduled for June 22, from 4 to 6 PM. Those interested in an appointment can call 801-535-7704 after 13 June.</p>
<p><strong>POLICE DEPARTMENT: </strong></p>
<p><strong> </strong></p>
<ul>
<li>Detective Taylor West suggested that the police be called if it appears that fireworks are blatantly obsessive, such as after 10 PM or outside the 26 June to 26 July window. He also asked the council to report any problems associated with the club near the Coachman on 13th South and State Street.</li>
<li>A “Night against Crime” is scheduled for 2 August. Anyone interested in participating or having ideas should contact Detective West.</li>
<li>He expressed concern about break ins and car prowls during the summer months. He reminded us to roll up windows, lock doors, and remove any valuable from the car.</li>
</ul>

Their names will be held for possible additions to the board at a later date. Wayne Howcroft, Jr., also nominated, declined to serve due to other commitments.</p>

<p>Approved with a correction to the street where the homes near St. Joseph’s are located. They are on Hollywood avenue not Ramona Avenue.</p>

<h4>I. New Owners of St. Joseph’s Villa – Matt Church, CEO<strong></strong></h4>
<p>The name of the company that bought St. Joseph’s Villa is Ensign Group, based in Mission Viejo, California. They operate care centers throughout the country including ten in Salt Lake and Utah counties. They are not a faith based company but recognize the nature of St. Joseph’s Villa and intend to support the religious influence.</p>
<p>They have the existing Catholic services and an LDS branch. They are looking for a group to conduct non-denominational services for those not affiliated with those churches.</p>
<h4>II. Hubbard Avenue neighborhood problem – Ben Thompson</h4>
<p>366 Hubbard Avenue is causing problems for the neighbors, currently unit 3. He described the things that are going on in the neighborhood, including suspected drug deals, robberies, cars going in and out all night, etc.</p>
<p>The landlord does not seem to be cooperative at solving the problems.</p>
<p>Detective West indicated that he has been to the property and recently served a nuisance ordinance violation notice. He will follow up next week if he does not hear back from the landlord. He indicated that the Health and the Zoning departments are also involved and both have conducted inspections recently</p>
<p>Shawn McDonough indicated that the city was finalizing a landlord tenant initiative ordinance. The City Council is waiting for the Mayor’s office review. This may be a long term solution but will not help this situation in the short term.</p>
<p>Detective West indicated that the neighbors should call the police about any suspicious activity. Be sure to reference the address (366 Hubbard #3). He has tagged the address so any police responding must complete an incident report. This will give Det. West the documentation to backup any action that may be taken.</p>
<h4>III. Salt Lake City Transportation Street plans – Becka Roolf<strong></strong></h4>
<p>The city is working within the guidelines of the Complete Street ordinance. This recognizes the needs of all stake holders when work is done on a road. Anytime a street is resurfaced they look to see how it will work for cars, pedestrians, bicyclists, buses, etc.</p>
<p>The city has several road projects this year and in the near future. Her group reviews the projects and makes recommendations for aligning the lanes to make room for pedestrians, bicyclists, cars, etc. The projects include:</p>
<ul>
<li>500 East from 1300 South      to 1700 South</li>
<li>1300 South from 500 East      to the east</li>
<li>300 East from 1300 South      to 1700 South</li>
<li>1700 South from State      Street to 900 East</li>
</ul>
<p>Becka showed proposed layouts that would provide bicycle lanes, etc.</p>

<h4>II. <strong>Salt Lake City Historic Preservation – Janice Lew</strong></h4>
<p>The city has hired a surveyor to survey the north part of the Liberty Wells Community Council between 900 South and 1700 South and between 700 East and State Street. The survey is to determine if it will qualify for National Historic Register designation. The South part of the council district, from 1700 South to 2100 South has already received the designation.</p>
<p>The designation makes some tax credits available. It has no regulations associated, it is just honorary.</p>
<p>The survey starts next week and will be finished in August</p>
<h4>III. <strong>Salt Lake City Public Library – Brooke Young</strong></h4>
<p>The library is sponsoring a reading challenge. She had some flyers about it.<br />
The March reading theme is “Books that should have been made into movies but have not.<br />
This week there is a big program for adults and kids.<br />

<li>Friends      of Tracy Aviary
<ul>
<li>They       have removed some brush and trash trees. The Historic District is       reviewing the need to remove some mature trees. They want to do a       staggered planting program every five years. Most of the trees in Liberty       Park are the same age. They were all planted at the same time and will       die at around the same time.</li>
<li>They       are looking at different species of trees. There will be a May service       project to plant trees.</li>
</ul>

<li>Reagan      Property – No new information.</li>
<li>The      Mayor’s proposal – Vision for a Green City is now available on the City’s      web site.</li>
<li>Complete      Streets concept – Meet the needs of all users; bikes, cars, etc. Salt Lake      City, Salt Lake County, UTA, etc. are working together for transportation      planning. There will be a meeting on Tuesday, March 22, 6:30 p.m. to 7:30      p.m. at the Sale Lake City Public Library in the first floor conference      room.</li>

<li> At the start of the meeting tonight we      have $267.76.</li>

<h4>Safety – Chris is excused, DeWitt reported</h4>

<li>A 20      year old man fled on Downington and crashed his car. It ended up in a yard      in the 200 East block. There was a person hurt. The person hurt is in      stage 4 lukemia. DeWitt was going to see if there was any way the      community council could help.</li>
</ul>
<h4>Facilities – Jeff Bair</h4>

</ul>
<h4>Community Garden</h4>

<li>They are getting some good ideas.</li>
<li>There will be garden training on April 30 from 10 a.m. to noon at the garden house on 1600 South 500 East.</li>
<li>They are learning how to make garden boxes</li>
<li>The newsletter included a plea for help and some people have volunteered.</li>
<li>We are still looking at property. It may need to be a lease.</li>
<li>Wasatch Edibles publishes a newsletter four times a year. We will see if they will include an item on the Liberty Wells community garden.</li>

<li>The      White sheet has the Mayor’s proposal for what to fund. There is a meeting      on March 22 for public input. Check the City web site.</li>

<h2>New Business</h2>
<h4>City Council – Jill Remington-Love</h4>
<ul>
<li>Tracy Aviary – they are      discussing the maintenance. There needs to be a plan for the future.</li>
<li>Street Lights – Some money      is available for lights that are a safety problem. Public works will      respond to calls about lights. The city wide lighting plan study is to be      given to the City Council.</li>
<li>Sustainability – The      administration is sending a few ordinances at a time to the City Council.      I encourage you to look at them. Use the City Council web site to give us      your comments.  Some recommendations      include:
<ul>
<li>Community gardens allowed       in residential zone. This is not currently allowed.</li>
<li>You would be able to sell       produce from your own yard in a residential zone. It does not require       that the produce be grown on your property. A neighbor could sell       vegetables all summer under this proposal.</li>
<li>Allow greenhouses and       chicken coops</li>
<li>Allow for wind towers</li>
</ul>
</li>
<li>Look at 10 to 15      initiatives
<ul>
<li>Recycling – fast food       restaurants provide recycling.</li>
</ul>
</li>
<li>Parking Enforcement
<ul>
<li>There are $36,000 in       unpaid parking tickets and we need people to obey and pay up.</li>
<li>If a person has more than       two unpaid tickets that are more than 30 days old the City will boot the       car. The boot has electronics so you can pay the fines over the phone and       they can electronically release the boot. The person can return the boot       to the city.</li>

<li>It seems to have encouraged       people to shovel.</li>

<li>The officer just got the call to      attend as a substitute for this meeting and he has no information for us.</li>

<p>The new St. Joseph’s Villa buyer did not buy the houses. Someone bought four on Hollywood Ave. <span style="text-decoration: line-through;">Ramona</span> to update and resell.</p>
