Board Meeting Minutes – June 16, 2010 – 7:00 PM

Call to Order and Quorum — DeWitt Smith, Chairman

Quorum Present – DeWitt Smith, Don Roylance, Steve Hunt, Holly Christmas, Wayne Howcroft, Chris Herrmann, Marilyn Oblad, Devin Howells, Jeff Bair.

Improve Communications with Community

Need to work on membership lists still

Garden Committee has many people interested.
New Neighbor Welcome packets created by Jeff

Respond to requests for help

Good Neighbor Sheet distribution.
Marilyn pointed out that rather than call the City to help our neighbors, we need to teach people where to call themselves.

Increase awareness of Liberty Wells features

Need to increase businesses involvement and increase community awareness of local businesses
Jim suggests working with the Chamber of Commerce to encourage neighbors to participate in Community Councils
What is in it for businesses to be involved? Increased awareness of neighbors.
What about a neighborhood business fair, or a meeting in the summer solely devoted to local businesses. Marilyn reminded council that we have a lot of open items on our plate that should be taken care of first.

Committees – where do we need help?

Larry asked about getting SLCC students involved in creating the newsletter.
Mobile Watch needs more people

Future Agendas

July: Politician, follow-up from oil spill, update on 1st Encampment Park Celebration preparations.

August: Jim Fisher and Emergency Preparedness

Holly asked if board members could sign up to be in charge of agendas. Relieve pressure on Chair and increase overall involvement. No decision was made on this.

One technical issue to be resolved for the City

Marilyn stressed that it needs to get out soon because of the advertisement for the First Encampment Park Celebration

Catching Neighbors “Doing it Right”

Delaying the yard recognitions until later in the summer due to the cold spring.

First Encampment Park Celebration

Need table with LWCC info.
Devin making table stand for info.
Jeff organizing book sale. Holly will send email to list asking for donations.
Need pictures of the event.

New Business

Future Meeting Location

SLCC is no longer able to host us due to construction. Need to find new location and then get word out about the new location.

Board Meetings for 2010-2011

Holly suggested a meeting including new members at the start, since the first meeting is not until September. We will have a short meeting after the regular July Meeting to get new members interests regarding committees. DeWitt will email new members the Committee list so they can review it in advance.

Old Business

Goals

Increase minority involvement in community council.
Use elementary school contacts?

Increase business involvement in community council.
Marilyn suggested business advertisements in newsletter

DeWitt suggested including the ‘Good Neighbor’ guide with the newsletter and as a cover sheet for the welcome packet. Should we include a Spanish version of the ‘Good Neighbor’ sheet for the welcome packets?

Devin still needs articles for the newsletter.

Include announcement for First Encampment Park celebration in newsletter.

Ron Heaps Park

DeWitt wrote a letter for Reagan signs suggesting that the parcels be divided and one of them be donated for the park. The western parcel would remain in Reagan’s hands for billboard use. No reply to the letter

Members suggested a memorial bus bench.

DeWitt will ask Reagan one more time and then it is the board’s recommendation to move on and look for a different site for the park.

New Business

Devin suggested a presentation by Grow Wild, native plant business on 2100 S and 500 E

Goals for 2010-2011

More involvement from minorities and businesses

More involvement on committees in general (Jim needs increased neighborhood involvement on the Emergency Preparedness committee).

Bylaws Revision

The City’s new definition for community organizations may require us to reorganize to be officially recognized as such.

3 Officers and 4 board members in attendance.

- Absent: Joe DeGooyer, Jim Fisher, Chris Herrman, Marilyn Oblad, Charles Robins, David Shelton

Review “Job Descriptions” for Officers and Board Members

These descriptions are part of the LWCC Non-Profit Organization’s bylaws.

DeWitt will see if he can find these in an electronic format so they can be included on the LWCC web site.

General Goals for Community Council

Continue to Improve Communications with Community

Increase neighborhood awareness of Community Council and communication with neighbors.
Quarterly newsletter to all household and businesses.
- Need to encourage email meeting notifications so that funds are available for this.
Clean up the multiple mailing lists currently on hand. Expand to at least 500 addresses
- Send all mailing lists to Holly so that she can develop strategy to remove duplicates and old addresses.
Develop a new neighbor packet.

Engage More Citizens

Encourage neighborhood participation on committees – don’t leave everything to the board.
Project specific activities managed by more general committees that can expand and contract according to need
New Arrivals Program
- Packet with area businesses and ammenities.
- Show the variety of things the neighborhood has to offer
- Drawings at local businesses.

Respond to Requests for Help

Education on Small Business assistance program.
Low-cost ads in newsletter.
Map of local busineeses on web site and in newsletter.

Increase Awareness of Liberty Wells Features

Communicate community attractions
- Business list and map.
- Recreation opportunities.

Develop 3 new LWCC-sponsored events, e.g.
- Summer: Expand 1st Encampment Park Celebration
- Autumn: BBQ Championship. Rip your Strip Contest
- Winter: Snow Sculpture, Yard decorations
- Spring: Laps in the park, Hollywood parade
Focus on the Positive: ‘Catch’ neighbors doing positive things.

Proposed Committee Structure

Purpose: To reduce the overall number of committees to match the size of our currently elected board. Condense committees into ‘interest area’ groups so that new members can address interests more specifically. Maintain the Standing Committees outlines in our bylaws and streamline others iwth more common community and citizen interests.

Standing Committees

Executive: Specifically described duties and overall leadership; composed of the Board’s Officers.
Finance: LWCC budget for general operations, tax-status requirements, tracking donations, monthly revenue and expense report.
Safety: Neighborhood Watch, police relations, code enforcement, crime prevention.
Membership: Contacting residents, get regular information to community, special contact for new arrivals, “welcome committee”.
Executive: Specifically described duties and overall leadership; composed of the Board’s Officers.
Planning, Zoning & Housing: Issue related to changes or maintenance of current properties and activities impacting the neighborhood

Additional Committees

Social Events: Planning and conducting community-wide events to enhave the quality of life in Liberty Wells neighborhoods.
Emergency Preparedness: Instituting program throughout community, recruiting bloc leaders, planning community’s disaster response, relations with Fire Dept., EMS, etc.
Communications: Developing interprative and informative works; developing image, developing new methods to reach 12,000 residents and hundreds of businesses in area. Works with Social Events Committee to develop flyers for events.
Historic Preservation: All issues around area history and the preservation of structure, landmarks and information within the area. Conducts programs or activities to communicate the historic attributes of the area to citizens.
Facilities: Deals with City to Neighborhood infrastructure issues; such as streetlights, neighborhood clean-up, curb and gutter repair, park projects, crosswalks, etc..
Grants & Funding: Develops contacts and seeks grants and funding for projects. General fundraising efforts and special-need funding for social activities. Seeks in-kind or non-monetary donations and acts as a clearing house for donation requests.

Board members need to let DeWitt know if their interest in chairing any of the above committees. Chairs will develop the committees agenda and direction for the coming year and present updates as needed at the LWCC meetings.
