Introduction of Guests and New Members

John Flynt, Emergency Preparedness Coordinator for SLC and Susan Spencer, the South East quadrant coordinator were present for the Emergency Preparedness program.

We also got to welcome Shane Clark, a resident in the area, to the meeting.

Program: Emergency Preparedness

Jim Fisher presented on the Liberty Wells role in emergency preparedness for our area. The primary role our residents play is to provide the manpower to make sure all our neighbors are looked after in case of an emergency. Two main jobs are in demand for neighborhood members: Area Captain and Street Captain.

Street Captains are in charge of 4 – 5 homes. The responsibilities include visiting with your neighbors on occasion to ascertain how many people live in the house or apartment, their names, and if anyone needs special attention (oxygen, assistance evacuating). This information is given to the city. The time commitment is about one hour every 3 months.

Area Captains need to be CERT (Community Emergency Response Teams) certified. CERT training is available through the city, takes 21 hours and requires a $30 fee. LWCC may be able to assuage the fee, so if you are interested in the training, but worried about the cost, talk to Jim Fisher regardless.

The LDS Belvedere Ward will be holding an Emergency Preparedness Fair on April 16. They will be airing emergency preparedness presentations from BYU and have checklists for disaster preparedness. The Ward house is located at 607 E Downington Ave (~1820 South).

John Flynt has been with Salt Lake City for two weeks. He came to Sale Lake City from Arkansas because of his experience with real-world implementations of emergency preparedness plans. The main focus of his department right now is CERT training. Over the next two years, the mayor is pushing to standardize terminology with the national terms used to better communication in an emergency. FEMA is incorporating the standardized terminology into its training, so even if you have done the training in the past, a refresher is needed.

The Quadrant coordinators are working to establish a structure within the grass-roots efforts (like those of community councils) and will be looking for more volunteers for this purpose as they move forward.

Salt Lake Community Network – responding to the City’s revision of the Recognition Ordinance (affects who needs to be notified about proposed zoning changes). Also looked at how to address the Alcohol Normalization Ordinance as it is transmitted to the City Council from the Planning Commission.
Addressed City Council at their February 16 meeting on the frustrations many had with how the Planning Commission handled its last meeting on the Alcohol Normalization Ordinance.
Mayor’s breakfast – March 4: Introduced to the Gang Reduction Task Force Co-Chairs
Neighborhood Cleanup Pick-up starting dates – North of 1300 South: May 17th; 1300 S – 1700 S: June 21; 1700 S – 2100 S: June 14
DeWitt did a brief poll of neighbors present on ideas on handling the budget deficit. Some ideas expressed: Bi-Weekly garbage pick-up, reduced grounds maintenance in parks. Reduced street sweeping.
DeWitt took suggestions for the topic we would like Mayor Becker to address in his visit in April. Several ideas were suggested, DeWitt will choose from those suggestions with other Board members.

Liberty Wells neighbors to receive Utah Heritage Foundation’s preservation award for their efforts to prevent the destruction of contributing residences by development.
Street Lights: We have been informed that we are not eligible to apply for national grants since we are not a government entity. Jeff proposed we submit for the difference between what we need for street lights and what the city was awarded. He also is proposing that we focus on some of the main streets to start, e.g., 500 E., 1300 S., 1700 S.

The mayor will be attending the April 14 meeting

Report from Police Department: Sgt. Tom Potter

Important to report graffiti and not just clean it up yourself. SLC police take pictures of graffiti for tracking particular taggers.

Unsure how they will be affected by the budget cuts at this point.

One point of clarification: Police Department does not get funds from traffic tickets directly – the money goes to the City.
