Meeting Minutes – February 10, 2010 – 7:00 PM
Call to Order and Quorum — DeWitt Smith, Chairman
Officers and Board Members present: Jeff Bair, Holly Christmas, Devin Howells, Steve Hunt, Marilyn Oblad, Shawn Porter, Chuck Robbins, Don Roylance, DeWitt Smith: Quorum present
Review of Minutes from January 2010 — Holly Christmas, Secy
2 Corrections: Gloria Gardner was the representative from Utahns for Ethical Government. The SLCC project is a $36 Million project (not $36)
Betty Eatchel made motion to approve minutes from January.
Minutes approved.
Introduction of Guests and New Members
3 students from the U of U Political Science program were present to watch local politics in action.
Sgt Todd Mitchell was filling in for Sgt Potter.
Program 1: Wells Historic Area Nomination
Since the area surveyed in 2007 went from 1300 S to 2100 S and did not include what is considered the ‘Liberty’ area from 900S to 1300 S, the nomination is for the ‘Wells’ area. The proposal is scheduled to go before State Historic review on February 11 at 1:00 PM.
68% of the buildings surveyed were determined to contribute to the historic integrity of the area, more than many other areas that already have historic designation.
The national historic area designation is not the same as a city designation which could help protect against tear-down and also restrict some remodeling.
Program 2: Emergency Preparedness
The presenter, Jim Fisher, was not in attendance.

Officers’ Reports

- Mayor will attend our April 14 meeting.
- Update on the Gang Reduction Program: Staff are currently being hired
- Clean Air Challenge funded again this year
- A redefinition of neighborhood-based organization is in progress. The number of community based groups has increased dramatically and the City is looking at mandatory notification on issues to only those groups defined by community, not issue-based groups.
- DeWitt presented Planning Commission with the materials provided by residents at the last meeting on the Alcohol Normalization Ordinance.
- Treasurer, Steve Hunt
- Up-to-date again on registration with the city as well as taxes and our non-profit standing. DeWitt thanked Steve Hunt for all his work on this.
- Secretary, Holly Christmas
- City mailings have improved again. Please let holly know if you receive both email and print mailings but only want to receive one or the other.
Committee Reports
- Safety
- Committee meeting postponed – no report.
- Facilities – Jeff Bair
- Contact Jeff if you need any welcome packets for new neighbors.
- SLC Street Lights:The city is looking to install more energy efficient lights. One of the bulb types they are considering are the induction bulbs Liberty Wells has submitted a grant request for. SLC has information on the locations of the various lamp types for public review on their web site: http://www.slcgov.com/mayor/news/2010/112610lights.pdf. The city also has a survey up for public input on the lamp types (link in aforementioned PDF).
- Street Lights: Should find out in May about grant. City will have a display to compare the lower-energy-usage induction lamps with the current lamps used. If we feel that the newer lights will not provide the same coverage, we can petition to get more lamps installed under the city’s current efforts to replace all street lights with more energy efficient models.
- Community Garden – Shawn Porter
- Still collecting possible locations. Email info@lwccslc.com if you notice an empty lot in the neighborhood.
- Social / Holiday Decorations – Don Roylance
- Through touring the neighborhood on his own, as well as nominations from residents, Don identified 6 homes with exceptional holiday displays in December. Recognition certificates were delivered to each of the homes.
Other Old Business
Ron Heaps Park: DeWitt has contacted Dewey Reagan again and hopes for an update next month
Utahns for Ethical Government: DGloria Gardner talked briefly at the last meeting and spoke as a follow-up to that on the groups efforts to get ethics reformon the ballot in 2010. There is more information on their web site: utahnsforethicalbehavior.org. You are able to sign the petition on their web site as well. If it is determined that an online signature is not legally valid, they will contact you to arrange a physical signature.
New Business
Report from the Mayor’s Office: Shawn McDonough
The mayor will be attending the April 14 meeting
Regional Athletic Complex moving forward. More information available on the SLCgov web site.
Clear the Air – free public transport on Feb. 12!
May 14 & 15 – 2nd Annual Celebrate the City. This year’s celebration will be held at the Fisher Manision and is set in the Victorian Age. Call Shawn at 801.535.6338 if you are interested in volunteering.

Reminder that the Census is very important for funding!
Upcoming hot issues for the City Council:
- Alcohol Normalization
- North-West Quadrant Planning (expansion and types of growth)
- Ground Transportation – City Council has been discussing this for 8 years and feels it needs to give the Taxi companies an answer
- Historic Preservation
