Meeting Minutes – January 13, 2010 – 7:00 PM

Call to Order and Quorum — DeWitt Smith, Chairman

Review of Minutes from December 2009 — Holly Christmas, Secy
Wayne Howcroft made motion to approve minutes from December, Steve Hunt seconded the motion.
Minutes approved.
Introduction of Guests and New Members
Ben McAdams, new Utah State Senator appointed to replace Scott McCoy.
Gloria Gardner – with Utahns for Ethical Government was present with a petition. She will be presenting at our February meeting.
Old Business
Officers’ Reports
- Chairman, DeWitt Smith DeWitt
- Most of the meetings DeWitt attended this past month have focused on the proposed Alcohol Normalization Ordinances
- Salt Lake City has devoted 1.5 positions to the gang abatement program.
- Deseret News launching locals web site for specific city areas.
- Treasurer, Steve Hunt
- Now has $54.84 in the fund. Remeber that you can get a receipt for tax purposes if you need.
- Secretary, Holly Christmas
- City was able to send out the agendas so that they arrived prior to the meeting date.
Committee Reports
- Safety – Chris Herrman and Jim Fisher
- Chris noted that January 12 was the 28th anniversary of Ron Heaps’ death.
- Please contact Chris if you are interested in signing up for Neighborhood Watch or Mobile Watch.
- Jim Fisher is looking for Street Captains for Emergency Preparedness. Contrary to the title, a Street Captain is in charge of 7 – 8 homes. Street Captains receive training and are required to keep records on residents, in particular noting the number of residents and any handicaps or illnesses that may require more immediate care in case of an emergency.
- Grants/Funding – Jim Fisher
- There will be an open house when the CDB Grants we have applied for are open to public comment. Jim will communicate with Holly so that it can be included on the web site and an email can be sent to the list.
- Facilities – Jeff Bair
- Jeff has Welcome Packets ready. Contact him if you need any for new neighbors.
- Ron Heaps Park: A letter was sent asking Dewey Reagan to confirm that he had turned down the City’s offer and reminding Reagan of the ordinance to clear sidewalks after a snowstorm. Reagan replied via email that he would check with his in-house council about the offer and that he had contacted the contractor in charge of clearing the sidewalks for the property.
- Street Lights: Should find out in May about grant. City will have a display to compare the lower-energy-usage induction lamps with the current lamps used. If we feel that the newer lights will not provide the same coverage, we can petition to get more lamps installed under the city’s current efforts to replace all street lights with more energy efficient models.
- Community Garden – Shawn Porter
- Committee met on Jan. 6 to assign initial fact finding tasks on water, land owners, method and resources research. There will be a walking tour on Jan 16th at 2:00 PM to view some of the sites identified so far and possibly find new ones.
- Historic Area – Marilyn Oblad
- Historic designation for the area between State Street and 700 E and 1300 S and 2100 S is in progress. There will be a meeting on January 27 at SLCC South Campus’ Skylight Lounge (basically in the hallway north of the south doors) to explain what this means to homeowners. The designation does nothing to prevent tear-downs, but can make a home eligible for increased loans as long as certain requirements are met.

2010 Census is coming
Report from City Council; District 5: Council Representative – Jill Remmington Love
The City Council meeting the previous evening ran until after midnight. Jill was unable to make it to tonight’s meeting.
Report from Police Department: Det. Tom Potter
A number of narcotics’ arrests in North end of council recently. Be aware of cars in the neighborhood that seem to have a number of other cars or people coming up to them. Report to dispatch.

Program 1: Gordon Storrs – SLCC’s 2-year building plan for the campus
SLCC is in the middle of a $36-million building project for a school of New Media. Existing gymnasium will be stripped of its exterior and the framework retrofit for seismic activity. Funding came from Salt Lake City School District, SLCC students and the Utah State Legislature. The School District Building (located where the cafeteria was), should be completed in Fall of 2011 and the remaining facilities should be ready for students in January 2012. The footpront has not increased very much due an increase in height. The current facilities building wi be demolished and replaced by parking.
Program 2: Mayor’s Alcohol Zoning Proposal: How It May Impact Liberty Wells
Mark Binton from the Wasatch Hollow Community Council spoke on the concerns the Salt Lake Community Action Committee has on the proposed Alcohol Normalization Ordinance. The city held discussion groups in 8 neighborhoods and got input through an open house and comments submitted through the mayor’s web site. However, the Salt Lake Community Action Committee feels that some areas are still undefined and could be left to a variety of interpretations by the planning commission. Since conditional use permits cannot be blocked in Utah, the Committee feels it is vital to have solid definitions for items such as the buffer zone between a dining club and/or brew pub and a residence, limitations on operating hours and noise ordinance enforcement.
This presentation led to two motions made.
Motion One: To suspend the by-laws of the council to allow for a vote on asking for definitions to be clarified so that community councils can consider something more concrete. This motion was made by Jim Fisher and seconded by Betty Eatchel. Motion passed by vote
Motion Two: Motion made by Jeff Bair to request that in regard to Title 21, the alcohol normalization ordinance, that the Planning Commission delay their vote until the specific wording of the ordinance is set by the planning staff and Community Councils have a chance to review it. The motion was seconded by Steve Hunt. Motion passed unanimously by vote.
Announcements/Reminders
Sam Smith spoke about job opportunities with the 2010 Census. They are trying to get people who live in the neighborhoods they would poll. The jobs last from 3 to 8 weeks and pay $14 per hour.
