Officer’s Reports
Chairman, DeWitt Smith DeWitt met with Jill Remington Love and discussed meth-house notification projects, the Ron Heaps Memorial Park, street lighting, LWCC attendence, new regualtion on check lending businesses, grants and grant types available, LWCC goals
Committee Report: Neighborhood Watch
Wayne Howcroft reported on the use of the Mobile Watch Vehicle and asked for feedback from neighbors who had seen the vehicle around the community. Response seems to be positive and participants feel it can be effective for crime prevention. Currently there are 3 participants in the mobile program for Liberty Wells, talk to Wayne Howcroft or Chris Herrman for more information about becoming active with this program.
The Neighborhood Watch group meets at 7:00 PM on the 1st Wednesday of each month at the South Campus of SLCC (same location as Community Council meeting). If you are interested in participating with this group, or have questions for them or neighborhood police, it is a great meeting to attend.

No updates since the City sent notice that they are starting condemnation proceedings on the property in March
Committee Report: 1st Encampment Celebration
July 18th is the big day! 7:00 AM – 11:00 AM
Additional volunteers are needed! Please contact Betty Eatchel at 801.485.5921 if you can help. She is looking for people to help with set-up, food preparation and serving as well as clean-up.
Shay DeGooyer offered to make additional copies of the event flyer since most of the 1000 flyers that had been printed were already distributed.

CHRISTUS Health / St Joseph Villa
DeWitt left several messages for Galen Ewer from Christus Health to invite him to present on the St Joseph Villa plans. Mr Ewer was unable to reach DeWitt and called Shawn Porter to ask him to relay that the St Joseph Villa board will be meeting in August. The board had discussed the options neighbors had presented and asked then to consider, but Mr Ewer said that these did not seem to fit their plans and would not work with their bond.
CDBG Funds
Jim Fisher recommended that a request for CDBG funding for sidewalk repair be started immediately as the grant applications are due in August and take some time to prepare. He will meet with DeWitt to give him more information so that this is possible. He also recommended that we find out information about how much a study on reworking 1700 South between Sate Street and 500 East would cost. Shawn McDonough said she will look into curb and gutter requirements in relation to CDBG funds in case that will help.
Sidewalks are typically not available from the self-help grants (funded by the City’s CDBG funds), but since LWCC is a 501c3, the community can apply directly for a CDB Grant.
New Business
Report from the first LWCC Board Meeting, July 7th
Reviewed officers’ job descriptions from bylaws, Chairman’s goals for LWCC in ‘09-’10, a streamlined committee structure to encourage participation.
Committed to revamping mailing list. Emphasis on email to increase notification potential.
Committed to celebrate the positive in the neighborhood and develop some more community building activities.
Jeff Bair presented a business card example that could be used by any officer or board member. Megan Buehler, Don Roylance and Devin Howells will work on getting those printed.

Report from the Mayor’s Office
New Mayoral Liaison: Shawn McDonough.
Shawn used to work in the permits office and has a great deal of knowledge about what it takes to host an event in the city. She is happy to share the information she has in that regard as well as any other information she can provide in her role as liaison.

City Clean-Up is underway in our neighborhood.
Marilyn Oblad asked Shawn if something could be done about the city clean-up dates. This year they fall right around the 1st Encampment Park Celebration and, since pickup dates for the area immediately around the park start on the 20th, there will be debris lining the streets at the time of the celebration. DeWitt will compose a letter to the City asking if the city cleanup not be scheduled during the week before or after the 1st Encampment Event next year for the immediate area.

Report from Police Department
New Police Liaison: Detective Tom Potter
Detective Potter patrolled the area for 3 years in the late 1990s. He is seeing the same issues now as then and would like to help change that. He has 20 years experience in the U.S. Army and is very tenacious. He graduated with a Major in Bio-mechainical Engineering and a minor in Physics and used his education in his job investigating to fatal vehicular accidents.
The police department is working on revamping how it reports crime numbers to residents. For example, currently a smash and grab would receive 2 case numbers, one for the property damage and one for the theft, even though it is one incident.
The elderly are being targeted for scams. Be wary.
Miriam Hansen expressed her praise for the graffiti removal crews. They have done a great job of cleaning things up, although the quality of some of the graffiti has been exceptional of late.
