Meeting Minutes — August 11, 2010 – 7:00 PM
Call to Order and Quorum – DeWitt Smith, Chairman

Minutes
Approved with the addition that board members Don Roylance,
Melissa Madden, and Matt Fields were in attendance at the July meeting and were
not included in the minutes. Also the type of crossing light the City Council
hopes to install at 600 East and 1300 South is a Hawkes light, not a Hot light.
Chairman’s Report – DeWitt
Regular monthly meetings: Many community councils do not
meet in the summer. Our bylaws call for a monthly meeting. He feels that it
keeps the group together and we have important stuff to talk about.
Council Goals
The goals set for last year were:
- Improve communication with the neighborhood
- Get more people involved
- Publish a newsletter – to help get more people involved
- Streamline the board to be more effective
DeWitt feels that we have been
successful at publishing a newsletter and also at streamlining the board.
Suggested Goals
Dewitt distributed a list of suggested goals and asked those
attending to review them and give their comments and suggestions to any of the
board members. Board member contact information is on the council web site – www.lwccslc.com.
Improve Communications
The newsletter got started and will be great.
Postage: The city will pay for our monthly agenda mailing or the quarterly newsletter, not both. We need to decide which we want to do. Mailings go to the building owner not the renters.
Discussion of email vs mail
- There is some duplication
- We can invite people to receive our email but the list
server we use requires each person to opt in to receive the email. If they
don’t get around to it they will not get the email. - Perhaps we could get the Scouts to deliver our agendas.
Engage More People
- Committee chairs identify the number of people they can
effectively use on their committees. - Chris Herrmann – commended for having regular neighborhood
safety meetings. - Define some project specific committee activities.
- Identify new neighbors by reviewing property sales
information. - Check with PTA for active minority parents
Contact a board member with comments on the goals.
Old Business
Chairman’s Report – DeWitt
- No meetings this month
- Items coming up to the City Council
- Alcohol ordinance
- Planning and Zoning changes. For example, Yalecrest
historic district
- Liberty Wells accepted as a Historic District
- The alley South of the Community College has been vacated.
We approved it last meeting. - British Field Day (car show) was successful and they
donated $3,000 to the Community Council network for use by the associated
councils for postage, etc.
Treasurer’s Report – Steven Hunt
- Current balance: $136.95 after the First Encampment Celebration
costs of $119.45
Facilities – Jeff Bair
- First Encampment Celebration fund raising results: we sold
2 books, 12 water, 2 coffee. Took in approximately $53. - The city has stopped servicing the mid-block street
lights. Continue to call in the burned out lights but don’t expect anyone
to come and fix it for now. - The Liberty Wells banners look good. Thanks again to
everyone involved. - The 400 East and Westminster speed sign is not working
- Cross Walk Flags
- The flags at 400 East and 1700 South disappear a lot. If
you see them around please put them back. Jeff has been personally been
paying for them. Thanks.

1st Encampment Park Celebration – Marilyn Oblad and Betty Etchel
- Betty did a great job, Thanks Betty
- Thanks for all the setup, take down, and cleanup help
- Attendance:
- Hike: 160
- Play: 100
- House tours: 150
- Good coverage in the Deseret News
- Marilyn distributed a questionnaire about the celebration.
She hopes to get input that will help improve the event. - The park was in good shape, thanks to the city.
- The park needs some weeding. They will organize an
activity to do the weeding in a couple of weeks. Anyone interested is
invited.
Safety Committee – Chris Herrmann
- Distributed the crime statistics for the areas of the
city. - Mobile watch statistics
- 35 – 40 people participating
- 2,000 hours donated
- 85 patrol requests
- 216 handicap citations
- Mobile watch training will be held in a couple of weeks.
The exact date was not available.
Detective Tom Potter
He has no desk phone, only a cell phone. It will stay in the
area, so if he is transferred, his replacement will have the same phone number.
The phone number is 801-301-7037.He indicated that the police are streatched thin and may not
be able to respond to non-life threatening situations as fast as they would
like. On his way to the meeting there was a call of a shooting on 1700 South
between 600 and 700 East. Someone else had to take it because he was at the
meeting.It was suggested that we put Detective Potter first on the
agenda so he can leave and get back to his work. He said he likes to stay and
interact with the council members. He gets good information. DeWitt indicated
they had discussed it and Detective Potter can come and go as he needs to and
we will adjust the agenda as needed.
Communication – Devin Howells
- Devin is absent and will update us at the next meeting.
- DeWitt indicated that we need articles for the next
newsletter. Anyone can submit an article or suggest a topic for one. - Jeff indicated that we have a Facebook page now. It is

Emergency Preparedness – Jim Fisher
- CERT Training is available, it runs Tuesday evenings from
Oct. 5 through Nov.16. Let Jim know if you are interested or check the Salt Lake City web site and search for CERT. - Working on an emergency preparedness fair.
- New property tax notices just came out. You can appeal if
you feel your property is overvalued. Jim is available to help people
prepare the paperwork. The appeal must be submitted by September 15. He
indicated that our area pays more per square foot than other communities.
Mayor’s Office Report – Shawn McDonough
- Architectural renderings of the new public safety building
were recently made public. - They are working on a comprehensive sustainability
ordinance that covers 10 areas, including climate, air quality, etc. - Pioneer Park activities
- Growers market on Tuesdays – No arts and crafts, only
food. - Farmers market on Saturdays – Includes arts and crafts as
well as food.

- The Ballpark Community Council bar-be-que with the Mayor
will be held Aug. 23 from 6:30 to 8:00 p.m. There are still a few openings
available for anyone who wants to spend an informal evening with the
Mayor. DeWitt needs to know tonight. - Oil spill: They continue their cleanup efforts and they
continue to downsize their presence in the park. - Thanks to Lynn and Jim Fisher for letting us use their
back yard for our meeting tonight.

Report on Oil Spill in Red Butte Creek

Initial presentation – Jeff
Liberty Park pond worked as a natural oil skimmer. The water
comes in from Red Butte and Parleys creek and then drains from the bottom. The
oil naturally raises in the water so the bottom drain carried mostly water
leaving the oil to be skimmed.
The oil from the pipeline leak got into Red Butte creek and
from the intersection of drains at 500 East and 1300 South some of it went down
the 1300 South storm drain and some down the 900 South storm drain. Some of it
also came through the Mt. Olivet cemetery irrigation system to the 800 South
storm drain. Oil got into the Jordan river at 1300 South, 900 South, and 800
South.
The big question everyone is asking is how much longer will
it take?
Quite a while.
Remaining tasks: Containment, Remediation, and Restoration
Flush the lines and clean up the pond.
Assess how clean the corridor is
Test the pond sediment for contamination.
Re-establish the concrete ring and vegetation around the pond. One idea is to put a sidewalk around the pond.
There doesn’t appear to be much oil in the conduits.
Should we be concerned about the air quality?
Short term: The city and Chevron tested the air and determined that it is okay now.
Long Term: The city has hired an environmental firm to do air testing. There were high levels of vapors at
first. It is very low now. The air tested below EPA guidelines. Some people may
be sensitive and feel some irritation.
The lake is still cordoned of for the workers safety and to keep people and kids out. It is not because of poor air quality.
Water tests are being conducted by the State Water Quality division and the County Health Department.
City Goal: All contamination to be removed to protect the watershed. Chevron will remove the contaminated soil around the spill area so it will not contaminate the city wells.
Did Chevron have sensors that should have detected this spill?
The system did not fail. The normal sensors would not detect this type of leak.
They walk the pipeline route regularly and fly over it weekly
They do other tests to ensure that the pipe is in good condition. It was not a faulty pipe it was an electrical charge the passed through a steel fence pipe into the pipe that blew a hole the size of a
quarter.
Are you expecting the fence company to have some liability?
Chevron it totally focused on collecting the oil and cleaning up the spill at this time. After that is completed they will review the cause.
There are 4 groups organized to approve the future course. Environmental, health, property, and prevention.

What is the status of the birds caught in the spill?
300 plus were saved with the help of Tracy Aviary and Hoogle Zoo staff. Approximately 17 died.

- Saturday, July 17, Come and enjoy it.
- Setup starts at 7:15 a.m.. (They cannot set up the barricades until 7:15 a.m.)
- Waterloo ward will provide people to set up chairs and tables.
- Helpers will work two shifts – 7:30 – 9:00 and 9:00 until it is cleaned up around 11:00 a.m.
- Breakfast is served 8:30 – 10:30 a.m.
- Hike starts at 7:00 a.m.
- Walking tour of historic homes during the day. You can only go into the Woodruff farm house, not the rest.
- Friday and Saturday evening there will be a play at the Woodruff farm house.
- Safety Committee – Chris Herrmann
- Mobile watch met this month and conducted a lost child drill. – 40 people participated.
- We should record the serial numbers of all of our valuables and also take pictures of them.
- Neighborhood watch meets at 6:00 p.m. before each council meeting.

- Larry Simpson has accepted the position. (There was a discussion about whether a vote was required. It was decided that because

Projects:
Hot pedestrian light at 600 East and 1300 South will be
the third one in the city. It cost $100,000. When a pedestrian pushes the
button the lights will flash yellow then red.
Repair restrooms and playground at the park
Some street work in our area is on the list but they may
not have enough money to do them. Someone suggested that if they redo
1700 South they should look at running the irrigation water underground.
Flooding the gutters each Tuesday may be causing the curb and gutter to
settle and become uneven.
Any comment on allowing the homeless to sleep in the
parks? Not aware of anything.
Final Items – DeWitt
July 17, 9:00 a.m. to 3:00 p.m. Proceeds will go to the Salt Lake
Community Network. We are part of the network so we could get some of the
money for mailing, etc. If anyone is available to volunteer to help them
contact DeWitt.
The Ballpark Community Council is holding a barbeque on
Aug 11 and has invited up to 20 people from our council to join them. The
mayor will also attend. If anyone is interested contact DeWitt

What about a neighborhood business fair, or a meeting in the summer solely devoted to local businesses. Marilyn reminded council that we have a lot of open items on our plate that should be taken care of first.
